Today, Assistant Superintendent Glen Rivero, Commander of the Professional Standards Branch, spoke to the media of the various investigations involving police officers, including Inspector Flowers.

“I want to tell you guys that this morning myself and Assistant Commissioner Leal, who is my commander, met.  Like I said, he was furnished with a copy of the investigations so far.  As it relates to any senior officer, when it comes to violations of standard procedures, disciplinary procedures, these matters are dealt with by the services commission and so that’s the reason why Mr. Leal came forward this morning, he got a copy of it, the matter will be discussed with the commissioner so that they can see what offenses, if any, Mr. Flowers can be dealt with through that disciplinary body.”

“And this is in relation to both the incident on Wilson Street and the allegations of Mr. McCoy because he was one of them…”

“Both matters.  Both matters, right.  Any senior officer who is named in an allegation in any form of abuse, misuse of powers, the commissioner and his team of administrators go through the file, go through the evidence and if there is evidence they forward it to the, like I said, the services commission who is the disciplinary body for the commissioned officers who fall under the public service regulations.  For the non-commissioned officers, like a sergeant and below it is much easier for us because they can be dealt with through our tribunal system.”
