Felicia Chen Returns to Court With New Lawyer

Felicia Chen, the young mother who drowned three of her children at Belizean Beach in April 2013, returned to court this morning. At her previous appearance she was unrepresented and pleaded guilty to murder but Justice Troadio Gonzalez did not accept that plea. Today, Chen pleaded not guilty to three counts of murder but guilty to the lesser charge of manslaughter in the killing of her children:  one year old Trinaya, three year old Triana and four year old Thomas Teul. On April twenty-seventh, Chen took her four children to Belizean Beach including the eldest, six year old Trianna Teul. She caused their drowning except for Triana who fled to get help. Chen also attempted to take her own life. She was arrested and gave a caution statement admitting to killing her three children because she claimed she did not want to see them suffer anymore.  According to the crown, because of the circumstances surrounding the death of the siblings, a psychiatric evaluation was ordered and conducted by Psychiatrist Wesley Peter Quimbo. Quimbo concluded that when Chen committed the offenses, she was suffering from diminished responsibility. Because of his findings, the office of the Director of Public Prosecution accepted Chen’s guilty plea of manslaughter.  Chen’s sister, Rosella Chen, made an emotional plea asking the court for leniency saying Felicia has a daughter who still needs her.  Felicia was equally emotional, she said she was being treated for depression and while she was not the best mother she loved her children. Felicia recognized that she did wrong but pleaded to be with her surviving daughter to tell her she was sorry. In mitigation, her attorney Leslie Mendez spoke of the hardships in Felicia’s life, including the physical and mental abuse she had endured and her struggles to provide for her children.  According to Mendez, on the day of the incident, Felicia kept hearing voices from the family members so when the bus made a stop at the police check point; she got off and took the children to the sea.  She said she heard a voice telling her to drown the children and she did. Mendez explains sentencing in respect of manslaughter.

“Today she pleaded guilty to three counts of manslaughter on account of diminished responsibility and the D.P.P. also saw it fit to substitute or change the charge to manslaughter.”



“What kind of sentencing you think will be imposed upon Ms. Chen?”

“Well the sentences in the diminished responsibility seems to range from ten-twelve so somewhere in between that. We are hoping to get a little less than that, hopefully eight years but it is up to the courts.”


Mendez also urged the judge to order that Chen continues to receive the treatment the doctor has recommended. Chen is to be sentenced at a later date.
