The paper trail on the nationality certificate issued to Won Hong Kim

As we told you Friday, News Five has obtained a copy of an internal report compiled on the Won Hong Kim immigration scandal. Kim, A South Korean national imprisoned in Taiwan, got his nationality certificate and Belizean passport in September, 2013. It was subsequently revealed that both documents were obtained through fraudulent means, since Kim was behind bars, and never set foot in Belize. The man who signed both the nationality certificate and the passport recommendation, and indeed pushed the documents through processing, was former Minister of State with responsibility for immigration, Elvin Penner. For his role, Penner was asked to step down from his government responsibilities on September nineteenth. Exactly four months after, it has become evident that the U.D.P. official enjoys very high-level protection. Despite at least three alleged investigations, only three public officers, two of them junior level, have been targeted. Tonight we take a look at the section of the report which goes into interesting detail on how Won Hong Kim got his nationality certificate. Mike Rudon has that story.

On September nineteenth, then Minister of State with responsibility for Immigration Elvin Penner was effectively fired for his role in the Won Hong Kim scandal. Two weeks after, on October fourth, 2013 the internal investigation into the issuance of the nationality certificate was concluded.  In a nutshell, based on evidence gathered during interviews with nationality officers, there is confirmation that the Minister of State Elvin Penner brought in the forms for Won Hong Kim himself and handed them to a supervisor. The report states, “…on September second, 2013, she accepted the forms from Minister Penner (Minister of State with responsibility for Immigration and Nationality matters) himself.”

 

The report confirms that Penner did not provide supporting documents, stating, “she…upon reviewing the file and determining that not all the required documents were presented, referred it to the OIC who authorized its acceptance on the assurance of the Minister that he would present remaining required documents sometime later.” Penner never did. He couldn’t, since those supporting documents did not exist. A file was opened on that same date, September second, 2013 and assigned the number three one nine eight six.

 

To qualify for nationality, applicants also have to have permanent residence status. Kim obviously didn’t since he had never come to Belize. The report states, “when asked about the PR file and supporting documents presented to prove the PR status, they further advised that there is no record of such PR file currently at the Immigration Department and that the holder did not present and supporting document/s to this effect.”

 

Apparently the lack of permanent resident status was only a very miniscule hurdle, as the report further states that, “Despite the above, Mr. Kim was assigned a PR number from the Permit Number Book.” There were no additional checks, no further scrutiny and no vetting of the file which was literally manufactured from thin air to give nationality to a man who never visited our shores. With no supporting documents and only the word and signature of then Minister of State Elvin Penner, South Korean national Won Hong Kim because a citizen of Belize. Mike Rudon for News Five.

    The paper trail so why is nothing getting done to completing this case and convicting those high in goverment in their illegal acts of selling passports and high treason.
