Peter Allen, C.E.O., Ministry of Health

“We don’t just mean the public system. We also mean how much people are finding that they have to dig into their own pockets for outer pocket expenses in the private sector. We mean how much people are feeling that they have to go abroad for services that are not always available in Belize. And of the resources that we do invest in health care services, are we investing those resources equitably, efficiently and in a sustainable manner. Always with the goal of quality healthcare services to all of our people; now of course that has to be linked to the strategic plan. Where we look at our vision of where we want to be in terms of health care service and of course you have heard us discuss many times that that vision includes the key principals of equity of efficiency, of effectiveness, of quality and indeed of sustainability. Then looking at the programmatic areas of the ministry from both the clinical services and the hospital services around the country to our community and public health services mental health. The investment in terms of the budget of the Ministry of Health at the moment is something over a hundred and three million dollars. So it is a very significant investment part of our country’s budget. It is a very significant investment in the part of this government and successive governments. When we look at the distribution of that investment we see that it is still focused rather heavily on our hospitals and clinical so it is still focused on curative care. Now we always will have to spend and invest on treatment and in curative care services but one of the things that the national health account s already demonstrates is that we could do better in terms of distributing some of our investment towards wellness, toward health promotion, towards making sure that people do not become sick. But of course it is always a difficult balance because we always have to do our best to maintain curative services in the hospitals and the clinics as well which is an expensive business.”

Allen says that there are periodic audits being done at the public hospitals and clinics.
