P.M. Barrow says N.T.U.C.B. mixing up the ham and the hammer with the PAC

Chairman of the Public Accounts Committee Julius Espat has summoned the members of that committee to a meeting. That is set for this Wednesday, but meanwhile there is much drama being played out between G.O.B. and the National Trade Union Congress of Belize.  That started with a release from the Office of the Prime Minister which, among other things, claimed that if the PAC is restructured committee meetings would be prohibitively expensive. That release also expressed the firm intention of the G.O.B. to press ahead using its majority, without the participation of the chairman. N.T.U.C.B. took issue with that release and sent out its own – reiterating its strong support for the restructuring of the PAC and expressing concern about G.O.B.’s position on the matter. Just in case there was any ambiguity or any doubts about what lies ahead where PAC is concerned, the PM cleared those up today.

“I don’t care what they buy. Let me make clear again that I am not going to upend the principle of majority rule. I am not going to upend the Standing Orders of the House. Note that the Chamber of Commerce quite sensibly said that look; in effect we’re not really interested in any restructuring of the Public Accounts Committee. All we want is to see the work done. And I’ve already put forward a proposal that can get the work done. So with every respect to the N.T.U.C.B. and not to quarrel with them, we will press on and there will be no restructuring of the Public Accounts Committee. Once the current Chairman of the Public Accounts Committee and once the P.U.P. members do not cooperate in moving the work forward…when we move it forward we will invite the social partner Senators to sit with us on a rotating basis and the spirit of the Standing Orders does provide for this. The Standing Orders don’t provide for the turning of this thing into a Joint Select Committee.”

“…Let me try to be cool and constrained. I was really disappointed. Constitutional amendments are a whole different story. I don’t know how the N.T.U.C.B. could have, as we say in Creole; mix up the ham and the hammer. We’re talking about Standing Orders of the House and we’re saying that there is absolutely no need to change the Standing Orders because the committee as it is currently constituted can work and will work.  I would hope that the current Chair of the Public Accounts Committee will recognize that the game is over…that there is a need to adopt the agenda that our side, which is the majority, is proposing – adopt the schedule that we are proposing so that we can look at both sets of reports simultaneously. If they are not prepared to go with that, then we have the votes to force that schedule and that agenda through, and that is exactly what we will do and we will proceed thereafter to do the work.”


N.T.U.C.B. President Dylan Reneau was not prepared to comment on the PM’s very strong declaration today. He says that he will meet with his executive and do so at a later date. Meanwhile, we’ll be looking at Wednesday’s meeting of the PAC with interest.

    We the people have strong interest in restructuring of the Public Accounts. It’s just not working for the country, for the good of the people or for the benefit of the majority. Unjust regulations exist, shall we be content to obey them, let them stay as is, or shall we endeavor to amend them. Under a government such as this, men think that they need to wait until they have persuaded the majority to agree to alter the law, but the remedy cannot be worse than the evil. Why is it not more apt to anticipate and provide for reform? Why does the government not encourage its citizen to be on the alert to help point out it faults. As for adopting the ways which the state has provided for remedying the evil, I know of no such ways. It takes too long. What is in these budgetary reports that must be kept hidden. To go back to 1981 would be to allow the next 3 years to pass, and not touch 2008 to 2013. You came on transparency, let the people see how transparent you are today!

    One cannot without disgrace to himself be associated with this corrupt government, if they say they are contented with the way these high paid criminals are raping our country.

    How does it become a man to behave towards this Belize government of to-day? I answer, that he cannot without disgrace be associated with it. I cannot for an instant recognize that political organization as my government which is raping our resources, and hiding behind standing orders, so that we the people can be kept in the dark. We don’t want to hear about 1981, we want to hear about the last few years.

    What he needs to study is the 25 poor people who he told to go and see him and was infront of his office this morning in Forest Drive waiting for him and he has the gates locked!

    I think we as a people can either want better for ourselves and our families, or we can play political games. I understand Barrow saying that he has the majority, but I also understand the people (meaning US) who are the majority, and who employed him, are insisting as we should, that we want transparency and accountability. If Barrow and his crew, are squeaky clean as they profess to be, then why all this dodgers game? Let the PAC do it’s work and if you guys are what you say you are, we will hold you guys in high esteem, maybe even call you honorable and vote for you again come next election.
