Education Minister says payroll audit not complete yet

Patrick Faber

UB’s Faculty and Staff Association wrote a letter to the government suggesting that an independent, external auditor should be hired to carry out a new payroll audit.  Minister Faber suggested that Sanchez Burrell and Associates is an independent, external auditor and he said that the audit is not yet complete to make any assertions about the management of the university.

Patrick Faber, Minister of Education

“The board and the management team at the university are in the midst of undertaking a curriculum review of all the programs and have hired an internal auditor to further scrutinize their academic and financial management systems. U.B. is not perfect mister speaker and I am sure that these people are not people who are into fleecing or robbery as others would like you to believe. They are about strengthening the university through review and reform. This brings me to the matter at hand of a payroll audit and allegations suggesting some sort of board cover-up. But let me clearly state a few facts about this payroll audit. The audit was commissioned by the President of the University and was limited to two departments only. The report on the results of the audit has still not been finalized. Until that report is finalized mister speaker, it cannot be used to draw any conclusion; any suggestions, any conclusions; inferences purportedly coming from any report of the independent auditors would be premature, false and grounded in mischief. Indeed on December twenty-first, 2012, the independent auditors, Castillo, Sanchez and Burrell, wrote and I quote, we submitted a draft report to the president indicating our preliminary findings. The results of the audit cannot be used to draw any conclusions as it requires management input and follow up – end of quote. The faculty and staff association, mister speaker, new this fully well. On February twenty-fifth, just four days ago, the same independent auditors engaged to do the payroll audit—that is Castillo, Sanchez and Burrell—wrote to me and indicated that the reported has still not moved from the draft to final; still requiring further clarifications. Obviously Mister Speaker, conclusion would still be very premature. But further in that letter of just four days ago, the auditors stated very clearly and I quote, based on our findings reached to date—and I remind you mister speaker just four days ago—based on our findings reached to date, we have not concluded that there exited any policy violations by the board of the university. We have not concluded that there existed any instances of wrongdoing. And finally Mister Speakers, we have not concluded that there existed any instance of missing funds from the University – end of quote.”
