Bert Haylock/Vasquez; his charges and all the girls

Another murder trial that the country is impatiently waiting on is that of Bert Vasquez also known as Bert Haylock. This past week, at least a thousand San Ignacio residents demanded action for the murder of thirteen year old Jasmine Lowe and demonstrated against the man they called a child predator. The emotionally charged situation was brought under control by the police as twenty-eight year old suspect was escorted to the Magistrate Court  and was charged first with murder and the following day with eleven common assault charges, one aggravated assault and an abduction charge.  While he is behind bars, multiple investigations continue which could lead to additional charges. Freelance reporter Duane Moody looks back at the tumultuous mood in San Ignacio.

These are the words uttered by twenty-eight year old Bert Vasquez as he was put into the back of a police van that transported him to the Central Prison in Hattieville. Vasquez has been accused of the murder of thirteen year old Jasmine Lowe and common assault upon eleven female minors in the Twin Towns as well as Cristo Rey Village in the Cayo District.

“What we did today was basically arraign him for the charge of murder; which is the most serious of all charges that he’ll be getting.

“Mister Vasquez was arraigned in court today for eleven counts of common assault, one count of abduction and one count of aggravated assault. So he got a total of thirteen counts.”

 

Emotions were running high as the residents of San Ignacio and Santa Elena cried for justice for Jasmine and other young girls who had been preyed upon. Fed up and angry, they protested for long hours outside the police station; some wanted to take matters in their own hands.

“Justice and if they can’t do it, we will show them how it is done out here. This is the last child that this happens to in Belize—not only in Cayo. This dah noh just only about Jasmine. He attempted to pick up several other little girls and we aren’t standing for that. So if the justice system can’t do it, we will do it for them. And we are very serious because we are not backing down. We have been here from eight o’clock and we were here all day yesterday and we are going to stay here until justice is served. However means by any means necessary—ih noh matter how—cause we noh play soh dah Cayo.

“It is a peaceful demonstration and we just want justice. And people are out here for that. It’s time to give these guys what they deserve. We can’t have them coming into Cayo and soliciting our little kids. It’s wrong!  This is San Ignacio and Santa Elena and we are going to fight for our children!”

 

Vasquez was carted off to prison which he had evaded until Thursday.  Aside from the new offences, the suspect has previous charges of abduction, rape and assault. Police believe they have the right man for Jasmine’s murder and that he is the predator of eleven young girls in the Cayo area. Officer Commanding the San Ignacio Formation, Sr. Supt. Chester Williams, says they have obtained enough evidence linking Vasquez to the crimes.

“Since his apprehension, we had a total of eleven girls so far and just prior to coming to this press conference, another came in. So we still have people coming in making complaints. We have already. Conducted several identification parades in relation to those complaints, but we do not want to appear to be moving haphazardly. We want to be properly organized. So what we did today was basically arraign him for the charge of murder; which is the most serious of all charges that he’ll be getting.  We have several factors that led us to the arrest of Bert Vasquez; as I said, I am confident that we have enough that we could secure a conviction at the end. I will not go into specificity with details because I don’t want to try the case on the media, but I can clearly state that we have sufficient evidence that I believe can render a conviction for this matter. And the fact that the arrest has been made does not mean that the investigation has come to an end. I am positively sure that we have the person we are looking for in connection with Jasmine Lowe’s murder and investigation in this matter will continue until we can get as much as we can. We can never have too much evidence.”

“Yes it was found on him; on his bag and I know that it is the ring because it has six diamonds—five is real and one is not real—plus it was broken and I had it fixed for her because it was mine. I had it for nine years. But this is really hard. I just wish that there is justice.”

“Since last week, we have been receiving a number of complaints from young girls from within the community complaining that this vehicle was around town trying to pick them up—offering them money in order for them two get into his vehicle. And hopefully by tomorrow morning, we will be able to arraign him in relation to what is so far eleven counts of various degrees of charges from common assault to unlawful imprisonment to aggravated assault. It will be dependent on the nature of the complaint received from these complainants. So far we have done ten identification parades and in all these I.D. parades, these females have positively identified Bert Vasquez as the driver of the vehicle on the day in question when the vehicle attempted to pick them up for money.”

 

Vasquez recently moved to the San Ignacio area. He was on Supreme Court bail for the forcible abduction of a Belize City girl.  The break for the police came when he was detained on Monday afternoon following a missing person report of a young girl; that led police to Jasmine’s murder.

“We received a report around two-thirty yesterday that a child was missing and so we got together and we came to the police station because we were ready to organize search parties and things like that; because we were not going to leave it for long. At the same time that that was going on, the police started going search all over the place and they say they encountered this car somewhere in a back road and that’s when they stopped and searched the car and they saw the guy with a little girl in the car. Some other little girls came forward and they identified and the car and they said that that was the car that was following them.”

 

Vasquez now faces fourteen more charges before the courts: one count of murder, eleven counts of common assault, one count of abduction and one count of aggravated assault—all against female minors in the West. Will he be able to beat this new rap sheet? Duane Moody for News Five.

    Supt. Williams, evidence is like money — you can never have too much of it! So I hope the investigation will continue and be as thorough as possible.

    I feel in this heinous case that, at whatever cost, the GOB should bring in an outside, experienced medical examiner to get a “second opinion” about cause of death. Dr.Estradabran could not determine the cause of death, but in the States they have more knowledge. I am sure GOB can find one there to do a second examination. Bullets, knives, strangulation all can leave tell-tale evidence even when the remains are fully skeletonised.

    So another child was reported missing and he was found with that same child in his vehicle???? So for all you saying that this animal is being framed you really believe that? Remember before all of this he was already on bail for something similar in Belize city and since moving to the Cayo district 3 months ago he’s being accused of the same thing there ? So I guess trouble follow him where he goes or somebody really out to frame him wherever he lives or he just really bad lucked noh?

    this entire Vasquez scenario has reminded me of a very well known novel which has also been made into a Hollywood move ” A TIME TO KILL”. Frankly put, this circus act we consider to be our judicial system will never produce the kind of justice that these grieving parents are in search of. Such justice can only be brought about when matters are taken into your own hands…..he better thank his god, who ever that may be, that it wasn’t my daughter he did this to!

    I guess if Belize couldn’t afford to hire a professional medical examiner & forensic team, the government can always get a team from the US and negotiate a deal with them through the US government.

    Great idea, BMNJ. I hope some of Jasmine’s supporters can demonstrate to force this point on GOB. A simple visit to the US Embassy can probably do the trick. JUSTICE FOR JASMINE DEMANDS ANOTHER MEDICAL EXAMINER TO PROVE THE CAUSE OF DEATH.

    Great comment Storm, sorry to say the only way the US Embassy or the US Government get involve in a situation like this one, if the young girl Jasmine Lowe was a US Born child living in Belize, or if she was born in Belize with her parents been US citizens, or Naturalized Belize American then the US Embassy might had help. The US Emabssy like every one else is reading and watching the news outlets and commenting on this tragedy, but Washington will not let the US Embassy get involve with other country affairs, the US Embassy is down there to serve US citizens living aborad in other country, and to conduct work for the United States in countries all around the world.

    I am with you BMNJ & Storm…Jasmine’s body need to be exhumed, a proper examination should be done to determine the cause of death, this can only be done with help from outside because what we have here that is called “forensic pathologist” aka Mario Estradabran is a waste of tax payers dollars. How can the GOB have the audacity to renew this man’s contract??? Shame on Barrow & his government. What I would like to know is if when Jasmine’s body was found did they took strands of her hair as sample for further use, especially since its being widely reported that hair was found in Bert the Pervert’s car????? Earlier on in this case Chester Williams said he doesn’t believe that Jasmine was sexually assaulted (rape) because when she was found her clothes was in-tact This is coming from a senior officer……….LIKE SERIOUSLY CHESTER??????? It’s far fetch but I would think that when dealing with the death of a teenage female NOTHING should be ruled out including rape. Criminals will do what ever it takes to cover their tracks Chester, you should know this. A rape test cannot be done now, but I believe that when she was found a test could have been done since it was like only 2 days or so…EPIC FAIL again.

    most physicians know that Estradabran is not a qualified forensic pathologist, he had his medical clinic on Hydes lane for many years, it use to be that the medical officer who was on duty at the accident and emergency when the body was brought in had to do the post mortem and determine the cause of death. with the increase in violence in the early 90′s the medical officers revolted and a post of forensic examiner was created by the police, Dr Estradabran applied and was given this post ever since. it is obvious he does not have the academic qualifications nor the material resource to conduct scientific post mortem examinations. until this is rectified I am afraid we will be stuck in this situation. I am sure that with a proper a forensic pathologist far more cases can end in convictions.

    Bert the Pervert has been tried in the court of public opinion and has been found guilty of all charges and them some. However, when tried in the Supreme Court, hard evidence is key. Since “Dr” Estradabran could not even ascertain cause of death this will be one difficult case to win. God help us if this …….. is released among us yet again. Maybe street justice is looking more and more likely the only way to go. LEN WE DI PERV!!!!

    I heard that he have good freinds in the police like Mr Henderson and a hand full of them. He is protected from everyone. Money or no money he will pay for what he did. I was reading the other news and how brutaly he rape that poore little girl i cant understand why or how he didnt went to jail. I bet the persons that help him feel really bad now because they are guilty just like him. Remember karma is a !@#$% and we all have to pay. It will come worse because this time will be one of yours. Nothing that we do to this animal will bring this young girls back. He looks for them on the internet please take away that phone from him.
