Quality of Life crimes; you may be charged effective immediately

The murder conviction rate for the country by all accounts is less than three percent. The proverbial ‘old beef’ that seems to be the cause of so much retaliation amongst gang members remains unsolved and unchecked. Employment at the Ministry of Works has been one measure that would keep some youths out of criminal activity. The latest measure to be implemented may sound trivial, but it may take regular citizens such as teachers and possibly even minors on an uncomfortable trip to the police station. According to the release, the Police Department is embarking on a Quality of Life Campaign.  The public is warned that offenses such as public drinking, loitering, and littering are against the law. Cyclists are warned reminded that riding contrary to the flow of traffic is an offense as well as carrying an additional person on a bicycle and could result in both persons being charged. After a possible warning, fines can be levied against all offenders. This will be an ongoing campaign and the police department is asking for public support.  The release from the department also says that enforcement comes effective immediately. So early tomorrow morning you may want to go and purchase a light and a bell for your bicycle.

So this will help eliminate or minimize crime and gang activity? Why now? This is seriously a joke… this should have been done years ago! Now… how do you suppose we minimize the gang activity, killings, kidnapping, and rapes? You can’t say we did not see this coming…

  2. Truthbetold says:

Why not focus on the real issues like murder, rape and robbery. Is this just a way to try and make us take our minds off the real rot that has become Belize. 3% conviction rate on murder?? Why do we employ and pay people who do not convict these heinous crimes properly. Poor evidence, missing files, spineless witnesses, to name a few.. Are our people so lethargic that we will standby idly and watch our country be destroyed. It is just a matter of time before outside gangs and cartels will reach our shores and capitalize on the sorry corrupt system we call home. Wake up my people enough is enough., we are all accountable for our future.

  3. now i see says:

I think we need a lot more than that. First of all we need police that know how to write and deal with the people when doing a police report. The police station turns into a circus with clowns that are not even funny. Another thing, why making so much law enforcement? if they will let them go on bail. It is so stupid that criminals have more rigths than us!!

  4. RedBwai says:

I mean seriously??? come on!!!!!….is this the police department’s idea of fighting crime and violence in the streets and lowering the murder rate??? by harassing the entire general public??? most of whom are law abiding citizens???….so the entire public mus pay for the crimes comitted by a selected few????…..i already foresee this giving the police department a couple black eyes…who the police needs to harass they dont harass, what they need to do they dont do…who they need to bring to justice they dont…..i say organize a death squad if they want to show some teeth…plain n simple..

  5. Earl Grey says:

CHANNEL 5 is right….IT IS TRIVIAL!!!

Hummm…. I guess nobody will be by the “Belcan Bridge” spot …LOITERING.

  7. ill have to agree says:

Disclaimer: This is my personal opinion so please don’t attack :)
Ok, while I don’t agree with much of what the police does or the fact that they are turning a blind eye to the fact that their own members are criminals themselves, this small measure, while it may not be the final answer, might actually not be a bad start. (brakes yoself…let me finish!)
It is often said that “THE DEVIL LIES IN THE DETAILS”. New York City had a horrible crime rate and one of the things they put in place was they started to address minor offences like people skipping metro fares, loitering etc. While addressing that they started to notice that they were catching onto bigger things. In this case they would stop a guy without light only to find he has drug or a gun on him. Incidental findings were such a huge part of it that it kept the criminals paranoid that they might get pulled over for something trivial – again The Devil Lies in the Details.
Like I said, this will not solve the problems and yes, we need to address the bigger issues.
Everyone keeps talking about ‘hanging the criminals’ – while I agree with you on that (and I think we should charge admissions to view it and give the profit to the affected family – yea I’m cold like that) Google and you will find research that has shown that certain penalties, including hanging, does not deter crime, however public shaming does (crazy, huh)

  8. Disown mi country says:

Prioritize! Take care of murders, rapes, kidnappings etc. then, bicycle misdemeanors an such. Belize is in crisis mode. Tourism will suffer as the word is getting around. What an idiot government.

  9. A Jew says:

What a Joke … this is the big plan of action?? Bell on bicycle? you got to be kidding me.. what about the guy trying to rob my favorite store down the road with a loaded 9mm that got caught and is now free and on Princess Margaret Drive robbing the students going to School…

I agree that these little offenses can control law breaking citizens, but why should the general populace be affected for these little tings especially when there are BIGGER things in the air. It will be really messed up having people getting fined for not having bells on bike and then on the other hand murderers walking free from court.

What about the crime and violence? Did you all know that the most dangerous transport tool is the “Beach Cruiser”?? This is the preferred mode of transportation used to do “bike-by” aka drive- by or to whack someone. Police need to start post their vehicles in strategic positions to stop a potential crime from happening. Belizeans are sick and tired of hearing these big plans when all it does is “Nothing”. This weekend is Father’s Day and everyone plz be alert cuz the crime and violence will continue.

  10. ill have to agree says:

A Jew – I agree with you. If the police are smart about this is what they can do. If a guy does not have a light or bell on his bike, they now have the power of authority to stop the individual. If they suspect that he might be up to no good, they can search him and take him to the station. While at the station he gets fingerprinted and fined.
What this does is it builds up a database of finger prints (other countries are doing similar). In the future, if fingerprints are found at a scene it can be cross referenced with what is on file, which should be a larger number.
Again, like i said, there is no one solution to it all. We start small and work our way up. As long as it is equally enforced and not abused then its a good idea. Also, do the police have their resources in place for issuing fines, collecting fines and prosecuting nonpayment?

  11. anna says:

they have got to be kidding? another law? another program? Why don’t the police just start enforcing the laws that are already on the books? The police in my country are mostly inept and impotent. Can’t even keep a prisoner from walking away like the man from KHMH.

  12. Al says:

People are being killed everyday and we are worried about a bell on a bicycle. Where is Mr Singh, why are the people not calling for him to step down, excuse me, then the question is who will take his place. So many deaths in so many days, has anyone heard from the Chief of Police, is there a chief? The system is broken and guess what, no body in the country knows how to fix it, that is a scary thing. If this was another country, the head of the country would call for the person or persons responsible for justice and police to come forward with a plan, with timelines to accomplish public safety and security. Barrow has done nooooooooothing!!!!!!!!!!!!!!!!.
Rise up let your voice be heard people.

  13. impartial says:

public urination should be one of them… it is disgusting

  14. Elgin Martinez says:

Is this really about quality of life crimes or about more revenue for Barrow and cronies?

  15. check it out says:

I agree 100% no more drinking in front of any Chinese shop, including Brads. no mere bycycles zipping in front of tuou at the pedestrian crossing, oh how about “encouraging” people to use the pedestrian over pass. and a new pedestrian over pass is needed by Chetumal St in Belama too musch people have died due to traffic accidents in that area. with the new Westrac traffic is now more caotic.

  16. Mary says:

Quality of life campaign. what a rhetoric from the police department. Wasn’t this what pastor Gentle was doing in San Ignacio and Santa Elena enforcing the law and was removed because he was stepping on businessmen toes. Wasn’t he transferred unfairly for doing his job because of political interference. I still don’t know why PM was all praises for the minister of police this morning at his press conference. He should have been apologizing to all victims of gang violence, home invasions, rape, murders etc.

  17. WORK TOGETHER says:

    @CHECK IT OUT

ITS OK TO CARE ABOUT YOUR BUSINESS, HOWEVER, YOU TOO MUST BE CHINESE……YOUR STATEMENT, NO MORE DRINKING IN FRONT OF ANY “CHINESE” SHOPS, SAYS ” !@#$ THE REST”, AND THAT YOU ONLY GIVE A DAMN ABOUT YOU AND YOURS (PEOPLE)…….WHAT?? ARE YOU ONLY FIGHTING FOR YOURS??? THIS IS APART OF THE PROBLEM NOW, AND YOUR ADDING.

THATS LIKE ME COMING ON HERE SAYING, NO MORE HANGING OUT IN FRONT OF ANY BLACK SHOPS! NOW, HOW IN THE HELL WOULD THAT SOUND???

WHAT IF THE PEOPLE “MAJORITY”, SAID NO MORE CHINEE, SHOULD BE LET IN, AND THE REMAINING SHOULD BE FORCED OUT!!!

  18. way out says:

cant be serious, they will ring the bell when they shoot someone or when we need help

  19. Eskimo says:

WTF you mean i can’t go back to ALASKA?

  20. jeeboo says:
