Elections and Boundaries Commission says scrutiny is good

Alberto August

Earlier we told you about the mass naturalization of new Belizeans. In Orange Walk, a resident disclosed on Tuesday with documents that persons were fraudulently using her address and today in Ladyville others were caught on amateur video at a private house where they were being facilitated with the processing for naturalizing. The PM has defended the swearing in of new citizens while the Chairman of the Election and Boundaries Commission said that the Orange Walk incident was uncovered by registering officers who were very adept in carrying out their duties. Alberto August told News Five that those who do well, as shown in Orange Walk get commended and those who fail are reprimanded.

Alberto August, Chairman, Elections and Boundaries Commission

“We need to understand that we are heading onto an election and there is heightened scrutiny in regards to the process and we appreciate the stakeholders attaching that scrutiny to the system. But in terms of the Orange Walk scenario, I want to take this opportunity to congratulate those Elections and Boundaries Department officers who went out there and did the job for which they are charged to do. You see there are two electoral management bodies in this country: there is the elections and boundaries department and there is the elections and boundaries commission. The commission sets the policies and the department enforces the policies. We have always maintained at the commission level; all five members of the commission—three representing the government and two representing the opposition—that when it comes to the integrity of the voters registration list, we are serious about it. And we have instructed and we have instructed the chief elections officer, to ensure that at all training with registering officers and their assistants to advice them that this commission will not take likely any kind of action that will undermine the integrity of the voters’ registration list because that is the lifeblood of our democracy. We right now have; the department I should say, right now has at least one registering officer on suspension for not conducting the proper investigation that that officer was supposed to have conducted. So when the officer does wrong, then we expect the department to take action because we are serious about the integrity of the list. And also when officers of the department do the right thing, as in this instance in Orange Walk, we should congratulate them. And that is what I asked the Chief Elections Officer to do this morning to ensure that those officers out there in Orange Walk who did the right thing with regards to ensuring that they conduct the investigation into these persons that were trying to go at an address where they do not live; that they may be commended for doing their jobs. And I wish that other registering officers across this country take heed that whenever they are out their conducting their job, that they ensure that they do it the right way because this current commission is not going to stand for any fraudulent activity that will compromise the integrity of the voters’ list of this country.”

“Now what is the actually procedure that you now have a couple names; do you go and look for these people? What happens now?”

Alberto August

“Well what happens is that obviously in the first instance, these persons were qualified to be registered because if they came to the department and did not have some of the basic requirements then they would have been disqualified from there. Obviously they were qualified to have be registered. The only shortcoming was that they went to; they wanted to go to an address where they do not actually reside. What I would ask, because in the education aspect of the department, we are trying to ask voters to come forward and register. These were two persons that were qualified to be registered, but they were disqualified because they went to a different location. They can come in and be registered but at their proper location. So I am calling on them to come in and let us; the intention is to ensure that we register Belizeans to participate in the democratic process of this country.”
