Case of immigration officers and Chinese nationals go kaput

Late last year, a chartered plane, coming from Haiti, landed at the Philip Goldson International Airport in what turned out to be a major immigration scandal. The passengers were originally passed off as Japanese, but it was later discovered that they were in fact Chinese nationals believed to be using Belize as a staging point to get to the US. The nationals disappeared mysteriously on arrival and their passports were found not to be genuine. Our investigative piece on this major story led to other cases where nationals from Africa were also being smuggled into Belize. Six immigration officers were charged following the October landing of the plane that came from Haiti, but originated from the Dominican Republic. The preliminary inquiry of that case came up today in the Magistrates Court but even before it could proceed the Chief Magistrate struck out the case for want of prosecution. But what went awry in this major case of human smuggling? When we checked this afternoon with the Director of Public Prosecutions, her office made the following statement “The file was recently sent to the DPP’s office and the office has been working on it. We are of the view that the investigation was not complete so the matter was not ready to proceed further. We want to ensure that the correct and most appropriate persons are before the court and that there is evidence to substantiate the charges against them. Further directions will be given to the police and when we are of the view that the investigations have gone as far and the proper persons are before the court, charges will be reinstituted. We are working along with the police and immigration.” From the onset of the case the belief was that the six officers charged were at the bottom of the pecking order and that it was in fact highly placed persons had been facilitating the illegal trafficking of the Chinese nationals through Belize. The charges included forgery of official immigration documents and facilitating the landing of Japanese with false visas.

Jason Daly, Lindsay Wade and Angelica Lima and Candra Wade were represented by Simeon Sampson and Arthur Saldivar respectively.  Candra Wade was initially charged with twelve counts, eight of which were for forgery of an official document, the other four were for purposely aiding and facilitating an offence under the Immigration Act. Lindsay Wade was charged for four counts, two for forgery and two for purposely aiding and facilitating an offence. Angelica Lima faced twenty four counts for the same crimes.
