Former Prime Minister Explain P.S.U.’s Hilltop Lease Agreement

Former Prime Minister Said Musa has weighed in on the matter. Musa released a statement today in which he recalls that when he was Prime Minister in 2000, officers of the Public Service Union including the then President Margaret Ventura appealed to him to regularize and grant security tenure of the Hilltop recreational facilities to the P.S.U.   According to Musa, since the facility was part of the RECONDEV/Belmopan City Council property, he met with the then Belmopan Mayor Anthony Chanona and an agreement was established that the Hilltop facility would be made available to the P.S.U. on a long-term lease of twenty years.

“It certainly called for a lease of twenty years with an option to purchase granted to the union and it also stated that whatever rents were paid should to go toward the purchase price that would be later agreed upon. And I think that the lease called for an evaluation to be done which was done. But the lease took effect from 2002, a twenty years it ran from 2002. I find the whole thing not only mysterious but certainly would raise serious eyebrows if not outright wrong doing on the part of the present city council.”

“Well apparently now a Chinese businessman. That’s what I have been told, that it has been sold for four hundred thousand dollars. I should mentioned that even at the time when the valuation was done by I think a Mr. Ireland of the DFC the property was valued for six hundred and sixty thousand if my memory serves me right. It’s probably worth more today. You know property, land does not devalue. One thing about land it does not disappear but it also appreciates in value over the years. So to sell this property for four hundred thousand dollars and the way it was done, I find it very distasteful and indeed smacks, reeks in fact, I know my party has dubbed it as an act of corruption.  I would go so far to say that it is certainly smacked of serious wrongdoing.”
