What’s the Fate of CitCo’s Social Assistance Programme?

Bernard Wagner

So what’s the fate of the social assistance programme, the cause of the annoyance over the past few days?  Well, Mayor Wagner says the programme will be done away with in the days ahead, in favor of what will be known as a city fund.  That initiative will see the empowerment of self-styled entrepreneurs using startup monies provided by the city council.

Bernard Wagner, Belize City Mayor

“The social assistance fund has been an existing practice here at the council.  Obviously the previous council, I’m not aware that he engaged in that.  Again, coming from the private sector, things are done different and I will not sit here and say that we had it right the first time, we’ll get it right the second time around. The social assistance program has always been an existing program here, it’s not something that we want to always be encouraging, but we have needy people in our city who are hurting and we as a responsible city council have to ensure that we look after our people.”

“There is some criticism out there in relation to the social assistance, the whole argument about teaching people to fish rather than giving them a fish.  What would be your response to that?”

Bernard Wagner

“Yeah, we always want to ensure that we teach our residents to fish and that’s why we have this city fund that we’ll be launching within the next hundred days.  This city fund will be the catalyst to begin to empower our city residents.  They’ll be able to be their own bosses and gradually as that begins to take root, you will see less and less need for the social assistance program.”
