Willoughby Throws Support Behind Suspended City Administrator

Willoughby also chimed in on the suspension of City Administrator Candice Miller and the report that she wrote a cheque to pay for unauthorized bills. While vouching that in his opinion Miller would not undermine the mayor, Willoughby detailed the process of food purchases for events, justifying the findings made by the audit.

“What are the procedures and policies for ordering food? The mayor has to give his blessings or the deputy mayor. If there isn’t a council meeting prior to the meeting or conference, etc. then you get a council resolution or vote for doing such. Once that happens and it is approved, then you get the invoice, you take it to City Hall, the process then begins; then you do a requisition. Upon doing that requisition, you get the proper authorities and signatories to that requisition. It then goes down to finance where the invoice and so forth are signed off on and a cheque is prepared. The mayor and the city administrator sign that cheque. That is the procedure protocol that I know of; that we have used at the council. So once that approval is given that is the process by which it materializes. And to this end, for any food to have been ordered from anywhere, any anywhere; that is the process that needs to be followed. To me it doesn’t make sense.”

“So you disagree with the suspension of the city administrator?”

“I am saying they need to understand the policy and procedure and if you follow protocols, then the suspension wouldn’t have been imminent, if you use what the mayor says is his intellectual capability and capacity. And if he has the aptitude to know that you follow protocol and policies, then we wouldn’t be in this position today.”

 

As we said, Miller was suspended for dereliction of duties until May while her contract is being reviewed.
