City Hall Says It’s Not Easy Luring Qualified Staff

Mayor Bradley admitted that he had given contracts to city directors who are not covered for tenure by the Municipal Services Regulations. He says that standardizing and streamlining the administrative posts in all municipalities is needed to provide a “public service” for municipalities which acts much like that established by the central government.

“What we did as a compromise is that we omitted managers, and we omitted directors – only Belize City has directors – and we admitted the city and town administrators from the discussion in relation to this tenure provision. The Municipal Services Regulations includes them, but it doesn’t give them the right of tenure. What we did in the City Council is we gave our City Administrator a four-year contract; they’ve always been on a four-year contract. Other municipalities had their town or city administrator on a six-year contract or one-year contract, and one of the things that we were discussing that all city and town administrators are to be on long-term contracts – I wouldn’t say four years, but it should be more than a year or more than six months because again you are trying to develop a public service of the municipality. Another thing that spun off from this is we created an association of city and town administrators, so that there is more collaboration and exchange at the technical staff and part of that includes their contracts. So there is no hidden agenda behind this; this is not something I did just now; this is something that was done last year. It doesn’t only affect the City Administrator; it also affects all of our directors – we have four directors – and the idea is that these people should have continuity in their service because that bodes well. I think that the City Council has improved; we were able to attract a Marilyn Ordonez who has a master’s degree, and who has been the Commissioner of Income Tax, to run our finances – that’s very good. We have Margaret McKenzie – she’s a trained attorney, she was the former Chief Magistrate. If you want to improve the performance of City Council, if you want to make City Council more effective and efficient in our operations, you have to give them tenure so that a new mayor doesn’t come in and fire them. These are not people who just entered the service; these are people who have extensive experience, they are well-trained, they are well in capacity and they have to have security of tenure and that’s the thinking behind it.”

 

The People’s United Party has objected to this practice of granting contracts pass the life of the current city or town council.

    And in this instance, I do agree with you PUP. Darrel, I see that you’re trying to take care of those who remained loyal to you. You had a total of two terms to do what you had to do; some of which I will commend you, some of which were downright foolish. Over a hundred million dollars later of loans and bond monies and broken cement streets, clogged drains and overflowing canals, which, instead of digging and cementing at least fifteen feet and putting small seep holes, the streets are worst and now homes are being flooded. Why keep someone in there who was loyal to you and also the other party might have their own who will be competent, and if not better. The question is, what have you done with either Patrick (or Ambrose) Tillet (whichever one was there) who was always seen walking around the city and never at work. We found out that he was too busy soliciting passport business.
