Bar President Reminds C.J. of Importance of Timeliness

While the Chief Justice lauded the improvements within the judiciary during his annual address, President of the Bar Association of Belize, Priscilla Banner, took a more sober approach to the dispensation of justice.  She says that with the many developments, if justice isn’t meted out in a timely and fair manner, then it is still failing the people it is tasked with serving.

“If matters are not resolved then the many improvements made by each generation towards perfecting our system of justice shows no fruit.  So for instance, it is no answer to the untimely delivering of judgments that significant reformation has taken place in administration.  It is no answer that more judges have been trained and it is no answer that the staff has been augmented.  The only answer that is that persons who enter the system with their claims or are brought to be tried and put their faith and confidence have left the system with those claims resolved or judgment rendered in a timely manner.  As said by Benjamin Franklin, justice will not be served until those who are unaffected are as outraged as those who are.  We look forward, My Lord, to a new legal year by the judiciary, coupled with a deep and abiding resolve.  We look forward to a year of progress and the Bar Association of Belize will continue to do its part to ensure that progress and it also will continue to do its part to support the judiciary whenever possible. Government, too, has a vital role to play in the administration of justice.  It must ensure that the judiciary has the resources required to carry out its mandate effectively.  It must ensure that it fosters an environment for judicial independence, including effective security of tenure for judges.  It must also ensure My Lord that judicial appointments are open and inclusive and presently we would say that the system of appointments of judges to higher officer requires reform.”
