The Government’s “Catch-22”

When asked whether members of the U.D.P. government abstaining from supporting the motion is tantamount to a vote of no confidence, Espat says that they would, for all intents and purposes, be finding themselves in a catch twenty-two.

 

Reporter

“If it were to happen that the prime minister brings a motion for this money to be paid…”

 

Julius Espat, Deputy Party Leader, P.U.P.

“He has to, by the way.”

 

Reporter

“He has to, yes.”

 

Julius Espat

“And if he doesn’t get support from his side, he will have proceedings against him by the court, the CCJ, that will probably have criminal ramifications.”

 

Reporter

“Parliament is supreme.”

 

Julius Espat

“You’re only supreme when you’re in parliament.  Right or wrong?”

 

Reporter

“I don’t agree with you but you are more the parliamentary expert than I.  But sir, if they don’t vote with the prime minister…”

 

Julius Espat

“I am telling you, don’t change the whole scenario, they will have to vote what Dean Barrow tells them to vote.”

 

Reporter

“If they weren’t to vote, wouldn’t it be like a vote of no confidence?”

 

Julius Espat

“Well then we’d have to change government and we go to an election.  You understand the situation that they are in?  Deh noh have no way out of this.  Dehn could seh weh dehn want, dehn di try preach to dehn constituency, “Oh me noh deh pan dat.”  Dehn noh got wahn choice and I will be proven [right] in the House of Representatives in December.”

 

The Government of Belize is yet to decide what its next course of action will be in light of the CCJ’s decision.
