Where Did Cabinet Visa Reports Go?

Elvin Penner

During his testimony in May, former Minister of State for Immigration, Elvin Penner, contended that Cabinet, during his tenure, received monthly reports from the department on the number of visas given. Prime Minister Dean Barrow was less sure, saying he could not remember such reports, but Penner was adamant. According to Senate Committee member, Eamon Courtenay, the Committee has tried unsuccessfully to get a hold of the reports in question. But C.E.O. Edmund Zuniga could not say what has happened to them or even where they may be, despite having searched for them on at least one occasion.

Do you know Elvin Penner?”

Edmund Zuniga, C.E.O., Ministry of Immigration and Nationality

“I have met him, yes.”

Eamon Courtenay

“You have met him. He testified here, and he was quite adamant that reports were sent to Cabinet on a monthly basis of visas that were being issued. Did you hear that evidence?”

Edmund Zuniga

Edmund Zuniga

“I heard it, yes.”

Eamon Courtenay

“When he came back and I asked him about it he insisted – because in the media the Prime Minister said he didn’t remember that – and I checked with him and he said absolutely. This Committee has been trying to get those reports; do you know where they are?”

Edmund Zuniga

“No; at this point in time or since I’ve been involved in Immigration, I don’t remember seeing or being required to submit reports.”

Eamon Courtenay

“No, I’m being more specific. Elvin Penner’s testimony before this Committee was that these reports were sent on a monthly basis. I am asking you as C.E.O.: do you know where those reports are?”

Edmund Zuniga

“No.”

Eamon Courtenay

“You have not seen them?”

Edmund Zuniga

“I have not seen them.”

Eamon Courtenay

“You have looked for them and cannot find them?”

Edmund Zuniga

“Yes, I recall there was an occasion when I had to search for them.”

Eamon Courtenay

“So they have disappeared?”

Edmund Zuniga

“I haven’t seen them.”

Eamon Courtenay

“Disappeared?”

Edmund Zuniga

“I can’t say that; I haven’t seen them.”
