C.E.O. Zuniga to Police: Don’t Wait; Investigate!

As a former Auditor General, Edmund Zuniga told the Senate Special Select Committee that it is standard practice for the Police Department to receive copies of the audit institution’s reports to conduct any investigations of their own into allegations of fraud and theft – or at least, it was in his time. Commissioner of Police Allen Whylie, among others, has said they prefer to wait until the Committee completes its report, and he said that up to when he testified he had not gotten an official copy of the report. But Zuniga, who agrees that the cases cited are worth investigating, contends that the police ought not to wait or be prodded to move forward. The ministry and department, he said, would play more of a supporting role.

“Why would the Auditor General, in a lot of her recommendations, say that the ‘Director of Immigration should ensure that the police…’ it almost lends to believe that there is certain actions that you need to take for this to start – your department. Can you lend us some clarity there?”

“I would think it is more for follow-up than anything else; it’s not the director of Immigration or even the C.E.O. of Immigration can’t really give directions to the Commissioner of Police; you can follow up.”

“No, she said ‘should ensure that’ but it means you have to make a report; you have to say we have so-and-so, invite them to look at it.”

 

Edmund Zuniga

“I think it’s a matter for the police to take the initiative, once the report has been passed to them, to deal with any criminal issue or investigation.”

 

Mark Lizarraga

“So what is your view, then, on the fact that a lot of people in government, in the police – we’ve even heard from the Commissioner saying that they are awaiting the results of these hearings before they proceed?”

 

Edmund Zuniga

“That is an interesting angle; indeed, I think that a lot of people are awaiting the outcome of these hearings in order to determine a direction one way or the other, because I do believe that this Committee is going to make some recommendations; it really is up to the different individuals.”

 

Mark Lizarraga

“Based on what you have seen, C.E.O., would you agree that the cases that the Auditor General raises that need investigation – would you agree that they do in fact need investigation.”

 

Edmund Zuniga

“Certainly; the Auditor General’s recommendations should not be taken lightly by anybody.”

 

Mark Lizarraga

“And it is your view that these investigations should have commenced already?”

 

Edmund Zuniga

“It is up to the police, the Commissioner of Police, to take on investigations without prompting from anybody.”

 

Mark Lizarraga

“You do not think that after the reports came out – you’re saying that it is norm that they would have received copies – certainly it’s a public document and there’s been a lot said and a lot heard about it, and you’re saying that in itself should have prompted the police to look into it?”

 

Edmund Zuniga

“Right, yes.”

 

Mark Lizarraga

“Regardless of whether there were specific requests from either the previous C.E.O. or the previous directors of Immigration?”

 

Edmund Zuniga

“Yes. The mere fact that a copy of the report is sent to the Commissioner of Police is an indication that they should do something in my view.”

    USA cops today are so compromised so dumb. More than 95% of them spend 90% of their paid SHIFTS on the damn CELL PHONE and answering facebook and instagram messages. Or watching PORNO sites. SUch a disgrace. No wonder such weak men in your deparments. No wonder so many women becoming lesbians. These guys are pathetic. Can’t even solve crimes cuz they are so distracted and compromised. Where’s the leadership. oh that’s right, they are compromised too. Watching pornos on duty, cheating on their wives. Awesome job guys. Wow.
