Police plan review of yet another Tower Hill incident

The police department says it has commenced an investigation into the tear-gassing of protestors and the roughing up of Marisol Amaya at the hands of the Special Patrol Unit.  According to Acting Commissioner of Police Noel Leal, a complete review of the sequence of events, as well as the persons who participated in the civil unrest, will determine whether charges will be brought against the organizers of the riot.

“After every activity the police does what is called an after action report.  I’ve already began to get some of the reports and we’ll be compiling them together, looking at everything and contacting everybody we need to contact and then what we have done in the past, after incidents like these is to have somebody from the judiciary review it and to see where there might have been acts of irresponsible on behalf of the police or the public or wherever and then a statement is made as to just like what Mr. Jules had mentioned about Mr. Blackman.  He gives a statement as to his views and opinions and we’ll move from there.  So it is not finished per se, we will be compiling a file with photographs, with the advertisements, with the speeches, with whatever and putting a file together.”

“Any charges contemplated?”

ACP Noel Leal

“The recommendation would have to come from the judiciary.”

Col. George Lovell (Ret’d)

“Then we would be able to address that.”

The assessment of what transpired following the incident succeeds a similar post mortem that was conducted in 2001, in the wake of the Tower Hill riots when commuters in Orange Walk violently protested a raise in the cost of public transportation.
