New Amendments to Laws, Start of Lands Re-Organization

And perhaps in acknowledgement of the continued problems in the Ministry of Natural Resources, Prime Minister Dean Barrow brought three bills to the House on Friday for first reading. The Land Utilization Amendment Bill strengthens the membership of the Land Subdivision and Utilization Authority; a second amendment to the Registered Land Act establishes the Land Registry as a government department; and the Land Tax Amendment Bill provides for a new commissioner of land tax taking over responsibilities from the Commissioner of Lands and Surveys. The Prime Minister says more reform to the land use process is coming.

“This, together with the other two, represents an effort to address the points made in this House on the last occasion, as to the slowness of the process in the Lands Department, and the way it is confounding members of the public, and acting as a kind of drag on economic activity. The department, the Ministry, has actually come up with a whole scheme to re-organize the Lands Department; I urge members on the other side to get in touch with the deputy Minister, who has de facto day-to-day control of the Ministry so that that plan might be shared with them. And the legislation that’s been introduced today is in aid of that re-organization for greater efficiency that the Ministry has been embarking on. Now, of course, the situation has been left for so long and has developed such an horrendous aspect that nobody will easily feel that what we are doing will provide any sort of a panacea; but I think people will be encouraged and ought to be encouraged that an effort is being made, in a systematic way, to try to do better.”
