Julius Espat Says it’s Time for Petrocaribe/BIL/BTB Audit

Cayo South Area Representative and Chairman of the Public Accounts Committee, Julius Espat, is anticipating next Monday’s meeting of the committee in Belmopan to examine, consider and ultimately report on the Auditor General’s Report for 2012-2013 tabled in the House on Friday. But Espat wants to go much further than that. He has questions of the over half a billion Belize dollars borrowed for Petrocaribe from Venezuela, as well as Belize Infrastructure Limited – the special purpose vehicle created by government from Petrocaribe money to fund the building of multiple sports stadia countrywide – and the Belize Tourism Board, perhaps the country’s richest statutory body. Espat told us last week that Belizeans deserve an accounting of how their monies are spent by these organizations.

“Another request I will be making is an audit of the Petrocaribe funds; I have to – it will be in the letter. I have requested verbally and by letter to the Auditor General to please – and this is maybe two years now or one year, I don’t remember the exact time – to please do an audit of the Petrocaribe funds. Over half a billion dollars has been spent and the people of Belize have no idea of where it went and how it was spent. The Prime Minister just got up and said ‘twenty million here, thirty million here, forty million here, mek wi roll it, roll it’ and everybody seems to be fine. Maybe at the time it was the wrong time to ask for it because the fever was up, the party was out, the beers were flowing, the tacos was being eaten and so people were in a frenzy – and so five hundred million dollars and we are not getting an account for it. That is where the audit should have been done. Another audit that should be done is B.I.L. – all these contracts that have been given out for all these white elephant projects throughout the country – where is that money? Has it been gone and spent properly? Belize Tourism Board – everybody seems to forget that is the cash cow for ministers who operate that and that’s how they illegally take money out of those areas to be able to use for their personal campaigns. Everybody knows it, nobody wants to speak about it, nobody wants to deal with it. And the only way for them to verify if it is wrong or it is true is for a proper audit to be done – publicly, because these are public monies. These companies, B.I.L., Belize Tourism Board, they are your companies in essence – they are not private corporations; they are just being set up in such a way that it doesn’t fall under the umbrella of the Auditor General. That does not mean that the people of Belize cannot demand that they be audited.”
