More Audited Irregularities in G.S.T., B.D.F., but Not Lands or Finance

Two of the largest ministries in the government service – Finance and Natural Resources – were not included. Coincidentally, the same man, Prime Minister Dean Barrow, is currently directly in charge of both ministries although Lands has been run by Gaspar Vega, Vanessa Retreage and currently Doctor Carla Barnett.  In the case of the Ministry of Education, ministers of Government were routinely granted allocations directly from the budget for assistance to tertiary-level students, but showed lesser monies disbursed or in some cases, none at all. Between 2009 and 2012, hundreds of thousands of dollars were allocated to the likes of former ministers Marcel Cardona and Michael Hutchinson, along with current ministers John Saldivar, Manuel Heredia Junior and Erwin Contreras. In the case of the General Sales Tax Department, auditors found that some sixteen million dollars in refunds to agents was delayed or denied due to internal auditing in contravention of the law. Some were overpaid and some were even paid twice. Meanwhile, arrears in taxes were being dealt with through the courts but one outstanding case is the Belize City Council and Belize Maintenance Limited/Belize Waste Control. The Council refused to pay over five million dollars in G.S.T. for both companies and the case was lodged with the Ministry of Finance.
