Julius Promises Governance Reform under P.U.P.

As you’ve heard at the top of the news, two-term representative Julius Espat is under no illusions about the state of Belize’s governance, which he says can be traced back to the handover from colonial masters to Belizean ones.  And he readily acknowledges the deep cynicism that pervades Belizean society, which tends to view P.U.P. and U.D.P. as six of one and a half dozen of the other. But if the P.U.P. are returned to government, Espat says he has made it his personal mission to be the flog on the party’s back, especially leader John Briceño, to quickly implement governance reform, particularly changing the country’s laws to remove all obstacles to checking Government’s power, including the infamous ministerial discretion.

“There is no, absolutely no Belizean that has a stake in government right now; you don’t have it. You have about fourteen men up there making decisions for all, without consultation, without even following the law. So any government, including the People’s United Party if we form government, the reforms that we have proposed has to be done in the first hundred days. If any leader reaches government and don’t do the reforms that are necessary in the first hundred days, you can forget it! And I will be there reminding any leader of the People’s United Party, inclusive of the present one, once you become Prime Minister, I will be there to make sure that those proposals that we have enshrined in our manifesto, signed by all area representatives, be enacted in the first hundred days. If you don’t do that, we are wasting our time; and I have been given the surety by the present leader that it will be done. That is as far as we can ask for; that is as far as we can fight for, until that day comes and then I will remind them again. Because we are serious about this. It is not about me, it’s not about him; it’s not about the leaders of the People’s United Party; it’s about the country of Belize. And everybody – all the social partners, the churches, the unions, everybody is asking for the same thing; all the strikes that you saw last year was because of the same thing. It can’t be that the entire country of Belize is crazy; the world is going in that direction. Guatemala for example – has past presidents in jail, the last one in jail; vice-president in jail; judges that backed them up in jail; prosecutors that didn’t do their job in jail and business, corporate managers and C.E.O.’s in jail because of what we are going through. I know we have a problem with Guatemala, but at least take out some of the good things and figure out a way we can apply some of it. Until we put our elected representatives at the same level of the Belizean people, where they have to be responsible for their actions through legal means – until that day happens, then there will be nothing to solve.”
