CitCo Teams Up to Pave Bella Vista Residents’ Streets

The Belize City Council has engaged residents of the Bella Vista development in a one hundred and eighty-thousand-dollar project to pave eight streets in the community in exchange for property taxes.  The work is underway and there are plans to expand the project to all of Bella Vista, which is located off the Philip Goldson Highway and is one of the oldest residential communities in Belize City. Mayor Darrell Bradley hails it as an example of the kind of public-private sector engagement that the Council wants more of.

“People in the Bella Vista area were saying that they had a high property tax bill. I attended a meeting that was organized by the residents, about forty-five residents attended; it was very positive in relation to how we were going to structure it. We did a quotation from a resident who is also involved in the construction industry and street improvements; he provided a very generous quotation to us; he said he was going to do it at cost. He gave us payment terms and what the residents did is they advance paid their property taxes, so residents suffer no loss – it’s just that you are paying the same property taxes you would have paid, but you are paying three years in advance and the City Council would use that three years likely for the mobilization and we would paid off the balance over time. As a result of that you are getting your streets and drains improved and I think that that is a huge success. Again, twenty percent of the streets that we have done have been done with that kind of public-private sector partnership. I know that councilor Leslie has been leading a group of residents in relation to the other side of Bella Vista, and we would wait to see that part of the project completed; but by a month and a half[‘s time], we would hope that the entire Bella Vista area would be upgraded with asphalted streets as a result of the engagement of the residents.”


Also included in the project are structuring of drains, culverts and flooding alleviation through works on the surrounding canal.
