Ex-Minister got back same incomplete Won Hong Kim file

Pacheco also fingered her boss, Officer in Charge of the Nationality and Services Section of the Department Gordon Wade, saying he was in regular contact with Ministers, secretaries and drivers to accept files to process for nationality. It was often the case that these files were incomplete, and the Department did not always follow up to check that needed documents were brought in, though final approval was above Pacheco’s own pay grade. The Kim file, Senators established during questioning today, was one of those files.

“Was it the process that the Ministers would give Mr. Wade the applications and Mr. Wade would give them to you to process? Is that the established pattern?”

“Basically, yes; or Mr. Wade would call me in his office and then instruct me to accept what they were bringing in.”

“What the Ministers were bringing in.”

 

Ady Pacheco

“Yes, or their secretaries or drivers.”

 

Michel Chebat

“Okay, so it extended to their secretaries or drivers.”

“So they all had access to Mr. Wade…”

“Yes.”

“And Mr. Wade would then say to you, “Process.””

“Yes, to accept.”

“To accept or to – you accept the documents, then where does it go.”

“Certain documents would go right back to Mr. Wade.”

“So then I don’t understand why you would need to accept it.”

 

Ady Pacheco

“Because for any document to be processed, they have to be accepted.”

 

Aldo Salazar

“Was there a system, an electronic system, to show the acceptance or is it that you wrote on it to show that it was formally accepted.”

 

Ady Pacheco

“There was no electronic [system;] there was a logbook that you had to issue – it was called a BNA number, Belizean Nationality Act number, and they had to be given that, that was their file number.”

 

Aldo Salazar

“So Mr. Wade would bring these documents to you or tell you to accept a document – in this instance we are talking about Won Hong Kim – from Minister Penner…”

 

Ady Pacheco

“Yes.”

 

Aldo Salazar

“And you were simply formalizing the process…”

 

Ady Pacheco

“Yes, sir.”

 

Aldo Salazar

“To show that it was formally accepted by the Department; so you see now how this puts you in this position? Because you were accepting things for Mr. Wade…”

 

Ady Pacheco

“Yes.”

 

Aldo Salazar

“But yet it’s you who are here…”

 

Ady Pacheco

“Yes.”

 

Aldo Salazar

“Because you accepted these documents and they were incomplete.”

 

Ady Pacheco

“Yes, that was nothing out of the ordinary at the time; up to now I think there are still hundreds of files that are incomplete.”

 

Michel Chebat, P.U.P. Senator

“Was there instances where incomplete applications were processed through to nationality and permanent residence, to the best of your knowledge?”

 

Ady Pacheco

“I can’t recall.”

 

Michel Chebat

“You can’t recall? But wasn’t Won Hong Kim one of those?”

 

Ady Pacheco

“That is what is being claimed.”

 

Michel Chebat

“Miss Pacheco, wasn’t Won Hong Kim one of those?”

 

Ady Pacheco

“That is what is being claimed.”

“Wasn’t Won Hong Kim one of the incomplete files that was processed?”

 

Ady Pacheco

“It was incomplete when I received it.”

 

Michel Chebat

“Right, and when you handed over the file back to the Minister, it was also incomplete, wasn’t it?”

 

Ady Pacheco

“I did not check to see if the relevant documents were in there. I was asked by Mr. Wade to prepare a letter that Minister Penner signed that said he was receiving X files.”

 

Michel Chebat

“Let me ask you this. Miss Pacheco, isn’t it true that you refused to give Minister Penner a receipt for the Won Hong Kim file because the police record was missing?”

 

Ady Pacheco

“I didn’t provide him with the original copy of the receipt; that is true.”

 

Michel Chebat

“He never submitted the documents to complete the file?”

 

Ady Pacheco

“I am not aware if he completed the application.”

 

Michel Chebat

“And this was one of the files that he later requested?”

 

Ady Pacheco

“That I can recall, yes.”
