No checks or cheques for Kim affair

At the hearing, Pacheco denied outright that she was ever paid for her role in reviewing the nationality documents by Minister Penner or Gordon Wade, and had nothing to do with the permanent residency or passport applications for Won Hong Kim. But since he never came to Belize (the double showing up with Penner at the office notwithstanding), was there any checks as to the worth of the documents or following the other steps to obtain nationality? Pacheco says she didn’t in the case of the residency stamp; she took it at face value.

Aldo Salazar, Chair, Senate Special Senate Committee

“You remember the Won Hong Kim application; clearly, anything that was in there, meaning the permanent residency in the passport would have been fraudulent – he never came to Belize at all; I think that’s common knowledge, that he never came to Belize at all, so whatever was there was fraudulent. Do you recall checking to see that permanent residency stamp in his purported passport?”

Ady Pacheco, Immigration Officer 1

“I recall seeing a residency stamp in one of the pages. To me the signature looked geninue.”

Aldo Salazar

“You compared that to…?”

Ady Pacheco

Ady Pacheco

“No, just on face value.”

Aldo Salazar

“The signature of the…”

Ady Pacheco

“Director.”

Mark Lizarraga, Senator, Business Community

“The director signs P.R.’s?”

Ady Pacheco

“Yes.”

Michel Chebat, P.U.P. Senator

“Miss Pacheco, in relation to Won Hong Kim, did you recall seeing that he had signed the oath of allegiance to Belize?”

Ady Pacheco

“No.”

Michel Chebat

“He didn’t?”

Ady Pacheco

“I don’t remember ever seeing him.”

Michel Chebat

“Do you recall seeing any record, or are you aware if he ever cme to Belize to a swearing-in ceremony?”

Ady Pacheco

“No, sir.”

Michel Chebat

“And those were part of the process of obtaining nationality?”

Ady Pacheco

“Yes.”

Michel Chebat

“Were you ever offered any money for the processing of the Won Hong Kim nationality?”

Ady Pacheco

“No, sir.”

Michel Chebat

“Minister Penner ever offered you any money?”

Ady Pacheco

“No, sir.”

Michel Chebat

“Neither did Mr. Wade?”

Ady Pacheco

“No, sir.”
