Police want internal leaker, insist Castros face no charges

ACP Chester Williams

So there will be no charges, and the matter appears to be resolved – except for the leak of a usually confidential police document seemingly designed to bring pressure on the Department to re-open the case. A.C.P. Williams says the Department is concerned about the release of its information and is doing an internal investigation, which has already cleared those directly involved. A.C.P. Williams explains why things are not as they seem with regard to the incident.

ACP Chester Williams, Regional Commander, Eastern Division South

“There will always be people who want to feed on mischief. I am sure that it was not Mr. Caliz who released that report to the media; and we are doing our own internal investigation to ascertain who is the person who released the information, the statements, to the media; and when that person is caught, that person will be dealt with, because he did not have the authority to do so. Also, the police officers who were involved in the incident at the Euphrates Police Station with the cell phone will be written a letter of reprimand in respect to his action at the police station which led to a subsequent incident in the police station. It could have been the Minister’s son, it could have been your son, it could have been the son of the ordinary citizen – it does not matter, police must learn to respect people. And in so ding, we cannot use our authority, because we do something wrong, to then want to charge somebody and take them before a court of law – it is not proper.”

Reporter

“However, P.C. Coc did give a statement in which he requested court action. And in the report on the CIMS – not the first report that was in the media, the second report – number ten thousand, nine-six-six-one, POR – says clearly that he requested court action and that the man was handcuffed – Wasani Castro was handcuffed, charged and taken to Precinct Two for lock-up.”

ACP Chester Williams

“That is not true; that is not true though.”

Reporter

“It says that, I can read it for you, sir.”

ACP Chester Williams

“It might be there but it is not so; and I will tell you – it was not Coc who was dealing with the young men; it was P.C. Caliz. So I knew nothing about Coc until when I saw the report being released.”

Reporter

“Yes, but Coc made a statement saying, ‘I request court action.’”

ACP Chester Williams

“Yeah. Well like I say my brother, I knew nothing of Coc; but if Coc so desire that he thinks the young men assaulted him; like I said, neither myself nor the Commissioner nor anybody is going to impede the police from doing his work – he can proceed against them; and the young men have the option then to complain gainst him as it relates to what he did to them at the police station.”

Reporter

“Was Coc involved in the mediation?”

ACP Chester Williams

“Like I said, I know nothing of him up until I saw the report released, other than what it was said he did at the [police station.]”

Reporter

“It’s on the CIMS system, it says WPC Young obtained a warrant in the first instance and formally arrested and charged Wasani Castro for the offence of assaulting a police officer – that’s aggravated assault. His charge sheet was read to him.”

ACP Chester Williams

“That is not true.”

Reporter

“But you agree that report is on the CIMS system?”

ACP Chester Williams

“I have not seen it; I have seen it on Facebook but that is not true.”

Reporter

“Okay but sir it is on the CIMS system; it is entered…”

ACP Chester Williams

“I am telling you categorically it is not true.”

Reporter

“But it is not true meaning…?”

ACP Chester Williams

“What is there that charges was read; that is not true.”

Reporter

“But it’s on the CIMS system, you agree, so that makes it virtually so.”

ACP Chester Williams

“I don’t know…I saw it on Facebook in a report that resembles what is on our CIMS but I can tell you it did not occur; no charge sheet was ever read to either of the young men.”

Reporter

“Well then, sir, something is really wrong with the CIMS system…”

ACP Chester Williams

“No, something is wrong with the person who did that and released it to the media.”
