Safety Informed Decision to Leave Body on the Ground

The deadly shooting took place on the evening of June ninth, at around five p.m.; however, the lifeless body of Richard Garcia was not removed from the scene until almost eighteen hours later.  The corpse remained in the open throughout the night with several officers standing guard until the scene was able to be processed on Saturday morning.  While the family of the slain resident has taken issue with the police department, the preservation of the dignity of their loved one has also been a sore spot for members of that community.

“One of the other concerns coming from some of the residents who were there when this incident happened was the fact that this individual was shot and killed on Friday night, but it wasn’t until Saturday morning that the body was actually removed from the scene and they are arguing that the body could have been moved and taken to the morgue, in terms of at least preserving the dignity of the dead.”

“Well from the information that I had received, when police went, when police returned to try to recover, to process the scene because, you know, it’s an investigation that has to be done.  But when they got there a number of the villagers there began to stone the police, et cetera, and the police did not want to create another situation where maybe some people would have gotten hurt.  So for the better, in terms of safety and security, both for the villagers and for the law enforcement personnel the police decided to return in the morning with additional personnel, et cetera.  There were instances where the police were stoned at, et cetera, and I think police officers were injured likewise.  So in light of security and safety for both our civilians and the police it was best decided that that they would go in in the morning and that is the situation.”

 

News Five has made several attempts with the Professional Standards Branch, requesting the names and ranks of the officers involved, however, those efforts have been fruitless.
