Senior Officer Asks, “Where is Foundation for Accusations?”

As reported on Wednesday, Assistant Superintendent of Police Rochelle Chan has flatly denied the allegations made against him. But if what Alvarine Burgess has said of him is a lie, is there any way to be sure? That was the question put to him by Trade Union Senator Elena Smith, but he contends that there is no foundation in either Burgess’ testimony or in the Auditor General’s Report to cast any suspicion on him and he objected to be questioned like a defendant in a courtroom. He also could not say who it was he thinks that has put up Burgess to ‘lie’ about him.

“How is it, Mr. Chan, that everything she says about you is false, but we must believe what you are telling us?”

“With all due to respect to this Senate Select [Committee]: it is said that the Senate Select [Committee] is here as a court; and you are questioning me as an accused. I am here to give evidence in regard to what a person has said; I have nothing in front of me to suggest if what you are asking is a genuine question. Yes, I am answering the questions but there’s foundation to certain things. And as per the Senate Select [Committee]’s terms of reference, I don’t see why I am here, or why Miss Burgess was called, other than what I have said: maybe someone or so is causing her to be here for their own personal reasons. You are guided by the Auditor General’s Report and my name doesn’t even reflect there, as the Senator said.”

“You feel that you are a victim?”


Rochelle Chan

“Yes, I do.”


Ashley Rocke

“Who would want to victimize you?”


Rochelle Chan

“I cannot answer who would want to victimize me; but the whole process, why I am here, knowing that we are guided by the Auditor General’s Report, and somebody just came out of the blue to testify and bring up my name; now I am here to testify in regards to her testimony. I am a victim of circumstances – I am here but I could have been elsewhere, Senator.”

“And so in hearing all the allegations that were made against you, I suppose you have an intent?”


Rochelle Chan

“I can say that I might seek legal advice, but I will reserve that comment for now.”


Chan also said he has not been called on as a police officer to investigate anything in relation to the Immigration Department either currently or, save the instance he told us about, in the past. The Committee meanwhile reminded him that while he is under oath, he has not been accused of anything criminally and need not fear.
