Burgess Worked with Boots, Did Not Pay Contreras

While Edmond Castro was Alvarene Burgess’ main contact, on a few occasions, she had to go elsewhere to get recommendations when he was out of the country. Once, she turned to Minister of Trade and Investment Erwin Contreras when she needed a group of Asians recommended for their visas to be approved. On two other occasions, she dealt with Minister of Human Development Anthony “Boots” Martinez, once in front of a popular supermarket in Belize City. She provides details.

Alvarene Burgess, Whistleblower

“I never paid Mr. Contreras the two thousand because he and my husband are very good friends.”

Aldo Salazar, Chair, Senate Special Select Committee

“Wait I need – I really believed that you said that you paid them.”

“I never paid Erwin.”

Aldo Salazar
“So if you said you paid him earlier, you’re recanting that?”

Alvarene Burgess
“Yes. If I said I paid him, I’m recanting; but I never paid Erwin but I did pay the other two Edmund and Boots. On one of my payments to Minister Boots, I had to go and meet him in Belize City because he was not in his office that day and I had to call him on his cell phone and he told me where to meet him in Belize City by Brodies on the Northern Highway in a white car.”

According to Burgess, it was Martinez who asked her for payment to facilitate her request. It was similar to what was offered to Castro.
