Marco Vidal Returns; Minister Says He Must Play by the Rules

Former head of the Gang Suppression Unit, Senior Superintendent of Police Marco Vidal, who has been operating under the radar for some time, returns to Belize City on July first, as Commander of Eastern Division South.  He will formally replace Assistant ComPol Chester Williams who is destined for the Professional Standards Branch in Belmopan.  The transfers came as a surprise when they were initially reported earlier this week.  Aragon confirmed that   regaining command of the entire Eastern Division jurisdiction is ACP Dezeree Phillips, while her counterpart in Rural Eastern Division, ACP Edward Broaster, assumes the office of Commander of Operations, a desk he will be assigned to in Belmopan.  The shakeup, according to Minister Aragon, is to be expected since transfers are a way of life for officers.  But is Vidal’s return to the Old Capital a welcomed change?

“We are putting the men and women here in Belize City whom we believe have the capacity, the ability to make an impact here, because remember Jules, Belize City is not an easy feat.  I was here as the deputy and as the OCED here once, as the assistant commissioner, challenging situation, but I am confident that what we have looked at in terms of the transfers is the best fit right now and that is what we are doing.  Remember, we have some other areas that need to be strengthened up, like the Professional Standards Branch that we are talking about right now.  We need to give that a teeth because at the end of the day we want to ensure that our officers is doing what is right.  We have to deal with wrongdoings by police officers.  We have to ensure that we have discipline within this department at the highest level.  We have to ensure that we are best able to address the complaints of our citizens and so definitely we need to work on those things.  So there are areas that we find the best persons to put there and that is why we are having a transfer and this transfer is a normal course of business in the Belize Police Department.”

“When you look at where we have to go as a police department, listen, Mr. Vidal is a police officer, senior police officer and he noh gat wahn special book fu he weh he could do or break laws.  He is governed under the Police Act.  He is governed under the police disciplinary picture and of course he has to abide by the laws of this country likewise.  He coming here to south side is only one part of this entire set up in Belize City.  We have several other precincts here.  We have a lot more people.  He’s coming as a commander, somebody who will coordinate et cetera.  He will not be on the ground out there kicking doors in, et cetera.  So he has to abide by law and order man… We are trying to bring people with fresh ideas, with new energy to look at the situation here in Belize City.”

    Shake-up within police departments are a way of life, one can think of it as a, check and balance system. So, it begs the question, Chester Williams, with your new post away from the the action and mingling with them people ( politicians) (sic) , will he have the powers to create meaningful changes, training protocols holding officers to professional standards – because their is a troubling trend of, aggressively violent officers, in many precincts across our beloved county.

    Many people have concerns about Chester’s powers. Southside new Commander (SCEDS), the man charge with whipping the war stricken streets surely will be tested to the fullest, and the public is well aware of his past leadership of GSU (sic). Only time will spot more light on changes coming down the chain of command, if any.
    POLICIES come from the top and senior officers like Mr. Vidal enforces them.
