Mark Tench Says He Should Not Have Been Surcharged for Visa Monies

Tench continued to enumerate his version of events at the Public Service Commission hearing for the Senators on Wednesday. He emphasized that the former C.E.O. had nothing to do with the process of argument against his continued employment with the Department and that the Commission agreed that further investigation of the matter should have been done.

“What I do recall saying was that you were charged the maximum allowed.”

“You have to understand – Miss Saldivar came up with some cockamamie, crazy auditing thing where they decided that because I had investigated and because the people who bought it were Chinese, that each Chinese visa is worth two thousand dollars, and because she said I was responsible that I was going to be surcharged sixteen thousand dollars.”

“Did you at any time pay for these visas?”


Mark Tench

“No time! That was part of the Public Service Commission’s hearing. But what I am telling you is that first allegation there was knocked down because the first thing the Public Service Commission did was to ascertain the value of the visas from our station, and the value of the visas from our station is a hundred dollars so the maximum that the Government would have been short of would have been eight hundred dollars – nowhere close to sixteen thousand.”

“Was anybody ever charged for these visas?”


Mark Tench

“No sir, I am explaining to you: that from the investigation that we had – I am the only person who has done any investigation into this matter, and nobody has been blamed except for me and Mr. Leslie.”
