Time to Cut Out Contract Officers, Businessmen Say

Another concern for the business community is the size of Government’s wage bill, bloated by three years of salary adjustment for teachers and public officers, which is now sitting at two-thirds of the expenditure of the administration. While not calling for something as drastic as retrenchment of public officers, Lizarraga tells us serious consideration must be given to reducing the size of Government, starting with the many contract officers located in Government Ministries.

“We have not seen the particulars of the Budget; we’ve seen broad columns. But if we will note, or what I noted and what was a bit surprising to me, is that Government’s wage bill – and when I say wage bill I mean not only the personal emoluments but pensions and transfers which deals with the teachers and the schools – that portion is now fast approaching sixty-five, sixty-six percent. So, if you look at that; and then interest payments are around eleven percent, there’s not a lot left for the services that we would want to see from our Government. So one of the things we have certainly impressed upon them is to look at the grandioseness of Government to look at the size of Government; perhaps we have the need to think about shrinking Ministries.  We need to be very careful as well, because there are lots of people, lots of contract workers that we did not know about. So we would like to have an audit done, really, to see how many contract workers we have, and to see where we can, in effect, help to grow a professional Public Service, and slowly move away from these contract officers. So that is one area we could save; the other area we can save is, we are talking about the possibility of consolidating Government’s pensions with the pensions of the Social Security – having one pension scheme. Those are other areas that we could look at.”

    Make public officers contribute a portion of their salaries towards the pension scheme instead of only the government.
