…Cano Says He Was On Vacation

Further questioning by the Committee established that Edgar Cano did not leave Belize during his vacation and that he was contacted about the missing visa foils by a Department employee, whom he advised to report the matter to the then-Director. The matter even went to the Public Service Commission, whom Cano says could not determine any wrongdoing. But the fact of the matter is that the Audit Department believes someone is to blame for the caper. Was it then-Head of Nationality Section Gordon Wade, or other junior officers? Even Cano is not sure.

“So then it begs – perhaps we need to find out then who was the shift supervisor before Mister Tench, and why did Mister Tench assume that responsibility, so to speak at the handing over – or that is the normal part of the process, you’re saying; when the shift changes, I will hand over so much visa stickers and you sign for it. That is done at every shift change?”

“Every shift change.”

 

Mark Lizarraga

“Okay. That is a requirement for a shift change?”

 

Edgar Cano

“Yes, sir.”

 

Mark Lizarraga

“Then the question is: how did Mister Wade come in possession of those foils? Did he steal them?”

 

Edgar Cano

“I don’t know.”

 

Mark Lizarraga

“Because he was not responsible for them?”

 

Edgar Cano

“He was not responsible for them, so I cannot comment on that.”

 

Mark Lizarraga

“And then he gave them to one Mister Middleton for sale, and somehow the Deputy Mayor ended up with them, et cetera, et cetera. But you are saying that you were called by Mister Tench to say that the visa foils were missing even though you were on holiday; and what did you do when you received that call?”

 

Edgar Cano

“I advised him to report it immediately to the Headquarters.”

 

Mark Lizarraga

“And that would have been the Director because that’s the chain of command, you say?”

 

Edgar Cano

“Yes.”

 

Later, former C.E.O. Candelaria Saldivar-Morter testified that Mark Tench was tried before the Public Service Commission and found guilty of negligence. He was ordered to pay the cost of the missing visa foils.
