Couriering Visa Stickers Was Part of “Service” to Constituents, Says Heredia

According to Heredia, acting as a courier to convey documents, including passports and visas foils, from San Pedro to the respective departments within the Ministry of Immigration is simply part of the services he provides to his constituents.

“Ever since I was mayor of San Pedro, that was in 1994 when I was the mayor of San Pedro, I have been servicing my constituency to its fullest.  That is why I win so handsomely, you know, for the past four consecutive elections because I provide service.  All services that government provides is being provided in my office.  All that I do, I will pick up whatever they have in San Pedro in a sealed envelope delivered to the, if it’s passports, delivered to the person in charge of passports.  If it’s for immigration purposes, to the Director of Immigration, hand it to her sealed with an accompanied paper which is signed by myself that I received this and then they have to sign that they have received it also.  When it comes to the ones with the visas in particular, how in the world will I know what is in that envelope if I have no access or I don’t open anyone of them?  It’s just to deliver from one end to the other so that services will be delivered to my constituency at an appropriate time rather than if it’s suppose to be three months then probably within three weeks.  So that is all that I care for, it’s delivering quality service to my constituents.”

“Sir, the concern I see raised in the hearing yesterday is that it was not right, it was not in good practices for you to have picked up those packages even though you were well meaning you’re not a member of the immigration ministry.  So you ought not to have touched those.”

“But I am the representative of that area man.  As the area representative we are elected to provide service, remember we are working under a parliamentary system whereby we provide services to our people.”
