Senate Committee Hearings Resume with Discussion of Visa Process

Inside the Senate Committee meeting, much of the discussion in the morning session was taken up with going over the requirements to issue visas, which the Department seemed to treat as step one in the accelerated process to becoming, illegally, a Belizean citizen. Apart from the usual requirements, matters of security and finance were on the agenda. But as Auditor General Dorothy Bradley pointed out, many of those requirements were run over in a roughshod fashion for reasons still to be determined.

“Can you say what was the key factor in determining whether to issue a visa or not in Belize, or was it if you had these [requirements]?”

 

Dorothy Bradley, Auditor General

“I saw these requirements in these Belize Visa Requirements, the one I quoted to you, it would make reference to security clearance for some countries, and so that is the outline in this document.”

 

Aldo Salazar

“So they wanted to verify that you are not a security threat…”

 

Dorothy Bradley

“I believe.”

 

Aldo Salazar

“…and that you could afford to come on your own or your sponsor…”

 

Dorothy Bradley

“If not, a sponsor, yes.”

 

Aldo Salazar

“And this was done through collection of these documents?”

 

Dorothy Bradley

“Documents.”

 

Aldo Salazar

“Was it that issuing a visa was a discretionary matter?”

 

Dorothy Bradley

“I would not be able to say that.”

 

Aldo Salazar

“From your audit, I mean, was it that if you have one, two, three, four, five – you have the documents which you are required to have, then you are issued the visa?”

 

Dorothy Bradley

“Based on what we found, the requirements were not all met in these instances.”

 

Aldo Salazar

“But was it a violation of any process or any procedure to disallow one of the requirements, then; not to enforce one of the requirements?”

 

Dorothy Bradley

“I never saw anything documented saying that you can disallow or exclude.”
