What Happened to Manuel Heredia’s 52 Visa Stickers?

The auditors noted in the course of their report that twenty-five thousand defective visas bought from Three-M Company in the U.S. were replaced at a cost of more than fifty thousand Belize dollars, and the originals were destroyed before they could get to them. As part of their investigation of the cash and stock on hand of the Department, they encountered four hundred visa stickers unaccounted for. Some of these ended up in the hands of Minister of Tourism and Belize Rural South area representative Manuel Heredia Junior, destined for the San Pedro Town Immigration office. But did they ever get there?

“Minister Manuel Heredia received fifty-two visa stickers bearing serial number V0033829 to V00033880, no RFI number indicated, dated September seventh, 2012. Those visas were for the OIC, San Pedro. No authorization was found for Minister Heredia to have signed and received those fifty-two visas on behalf of the officer in charge, OIC San Pedro.”

“So if I understand this correctly, Minister Heredia received fifty-two visa stickers…”

 

Carla Faber

“Yes.”

 

Eamon Courtenay

“And signed for them, supposedly for the officer in charge in San Pedro?”

 

Carla Faber

“Yes.”

 

Eamon Courtenay

“Did your audit take you to the officer in charge in San Pedro to find out whether Minister Heredia gave them to him?”

 

Carla Faber

“No, no.”

 

Eamon Courtenay

“You don’t know that.”

 

Carla Faber

“No, we did not go to San Pedro.”
