Guatemalan Government Appoints New Foreign Minister

But when that meeting does come about, will Elrington be meeting with a new Guatemalan Foreign Minister? Reports are that there an impending shake-up in the Guatemalan cabinet and that Carlos Raul Morales will be removed as Foreign Minister. Now, Elrington has been chummy with Morales so we asked him if the change in foreign minister would change the tone of discussions between the two countries.

“We have heard the rumors that he will no longer be there fairly shortly. As a matter of fact, the last date we heard was by the fifteenth of August. My own information received through my C.E.O. is that he has been saying that he is not aware of his impending transfer, but we have heard it from numerous sources. But we have to be prepared for whoever is there, you know what I mean. But I want to make something clear….my relationship with all the former foreign ministers of Guatemala was good, very good. Haroldo Rodas, the first one whom I met.…very good. In fact he told me that he had come here when he was thirteen years old and he still really can’t understand how we haven’t been able to resolve this matter. He is very cordial and very friendly. I don’t think it is any different from the one I have with Carlos Raul Morales. My own philosophy is that you can’t get anything out of an enemy. If people don’t like you or resent you or have any feelings against you; you’re not going to get anywhere. You have got to deal with people and make them feel comfortable and cordial and then you are likely to get concessions from them.  And so that is my policy. And so with all the Guatemalan Foreign Ministers I have dealt with, I have had a good relationship.”
