O.A.S. Passes Resolution to take Guatemala’s Claim to the I.C.J.

Carlos Raul Morales

There has been no official notification from the Ministry of Foreign Affairs in Belize, but thanks to a release from Guatemala and one from the O.A.S., tonight we can tell you that the member states of the O.A.S., meeting in the Dominican Republic, have endorsed a draft declaration on the resolution of the territorial, insular and maritime dispute at the International Court of Justice. According to the O.A.S. release, both countries reiterated their commitment to take the dispute before the I.C.J. and have received unanimous support in that regard. And again, according to that release, Foreign Minister Wilfred Elrington has committed to the referendum process starting this year, which is news to us. That would mean that G.O.B. would need to act relatively quickly to amend the Referendum Act, a request directly from Guatemala even though the protocols for the Sarstoon have not even been discussed. Currently, the Act requires a sixty percent threshold for passage, whereas the proposed amendment would state that a majority of one would be enough to approve going to the ICJ. That’s big news which we actually could not find in Elrington’s comments to the General Assembly either Tuesday or today, but as we said it is being reported by the O.A.S. and Guatemala. Here’s a short clip in which he references the dispute and the ICJ.

Wilfred Elrington, Minister of Foreign Affairs

“The Canciller of Guatemala and myself are having excellent relationship; we are resolved to work together—both to see that this matter is resolved successfully art the ICJ at the quickest time and to ensure that between now and then, there is peace between the people of Belize and Guatemala. We are both of the view that only benefits can come from a peaceful, harmonious relationship between our two countries and we undertake that we will continue to do all in our power to bring to a speedy conclusion this century’s old dispute. I think we have a window of opportunity now because of the election cycle and I think that we are going to press on to ensure that we succeed.”

For context, we note that the Opposition representative was uninvited to the O.A.S. General Assembly by the government, but we have been told by Minister Wilfred Elrington that the talks on a formal protocol in the Sarstoon will take place in Washington on June twenty-first.

Late this evening, Government issued a release on Minister Elrington’s intervention at the O.A.S.  It says that government is awaiting an official declaration at the conclusion of the Forty-Sixth Regular Assembly, which will include the O.A.S.’ continued support for Belize and Guatemala to continue efforts to peacefully resolve their differences. In respect of the border dispute, Minister Elrington is quoted as saying, “My country, Belize, cannot overstate the debt of gratitude which we owe to the O.A.S. and to former Secretary General Insulza and present Secretary General Almagro and their team for the tremendous efforts they have and are investing in helping our country and our neighbor Guatemala to arrive at a definite resolution of our centuries old territorial dispute at the International Court of Justice.”

Sedi won his recent election so I have no more criticizing of him. Undoubtedly the majority of Belizeans believe in him so whatever comes out of this, we have no one to blame but ourselves.
