PM Says Guatemalan FM is Wrong: There’s No Extraordinary Agreement on Sarstoon

Carlos Raul Morales

In one of his recent interviews condemning Belize, Guatemala’s Foreign Minister Carlos Raul Morales claims that he has an agreement with his counterpart, Wilfred Elrington, in which no Belizean would go to Sarstoon Island. That’s an extraordinary agreement to which we’ve certainly not been made privy. Prime Minister Barrow today told us that that’s because it does not exist. The PM says it wouldn’t be Morales’ first foray into the art of fabrication.

“I will refrain from saying anything about the Guatemalan Foreign Minister’s claim with respect to this supposed agreement made with Minister Elrington. I will refrain from saying anything except I do not believe him. I am sure that that is untrue and inaccurate. I don’t know how I can prove that because he can always say that that took place and I wasn’t there. But I have heard him say things with respect to the meeting I had with President Morales and with respect to other things that I can say for sure were not true. And so you will understand why that makes me extremely comfortable in my ability to say I absolutely reject that any such agreement was ever entered into and I declare that the Guatemalan Foreign Minister is not telling the truth when he says that. Now with respect generally to the Sarstoon Island; if no protocol is agreed between Belize and Guatemala, as I say the prohibition by way of the regulation will come to an end; certainly at the expiration of one month, may come to an end before. I want to be very clear and repeat what I have said. If it ever is evident to us that we are not going to get anywhere with the Guatemalans in terms of a protocol, then all bets are off…we don’t need to wait for the month. But we do think that in the normal course, a month is not unreasonable. In any event, if there is a protocol that will take care of that; if there is no protocol, then we revert to the position that the island is in our territory, on our side of the river, and Belizeans will be free to go anywhere that constitutes our territory including the Sarstoon Island.”

Of course this agreement exist between both FM, that is why the government hurried to pass a law that would make it illegal for BTV to go to the Sarstoon.
