Immigration Minister of State Will Sign Passport Documents

Against the backdrop of the Budget, bills were passed which may have flown below the radar of first scrutiny, but they are significant. For example, one piece of Immigration legislation pushed through the House will allow the Minister of State in the Ministry of Immigration to sign documents, like passports, when the Constitution specifically gives that power to the Minister, in this case Godwin Hulse. It probably wouldn’t be such a big deal, except that the last time a Minister of State signed on passport documents it was Elvin Penner, and he was handing Won Hong Kim Belizean nationality on a platter. PM Barrow says that it’s really not a big deal though, just a matter of formality.

“We did this before, just not by way of legislation and we took advice and we’ve taken advice again and it is perfectly in order under the constitution for the minister to delegate some powers to a junior minister by way of an instrument that’s revocable. So we are positive that all we are doing is putting it on a footing where those that had their reservations about doing it as it were administratively could be comforted. If their problem is that there should be no delegation of duties at all to the junior minister, we can’t help them. Lord man, in any case, a minister….junior ministers need to be able to do something and we make no secret of the fact that in terms of the way we are trying to operate the new configuration in the cabinet, in the case of the junior minister in immigration, we do want her to have as much operational day to day control as possible. We make no secret of that.”

“No man, no man, because from the start we made clear…well I made clear that we wanted Bev to have the operational control in the ministry and those over there will tell you that the substantive minister has been completely hands off; he has no difficulty with that. It is just that certain things ultimately have to be sent over to him for signature. But he doesn’t get involved in the day to day. So there is no rift where that is concerned at all, at all.”
