No P.A.C. If G.O.B. Is Not Majority, Says PM

Dean Barrow

The PM also spoke on the operation of the Public Accounts Committee…which actually isn’t operational. Months ago there was a push for the inclusion of the social partners in the PAC, to the extent that neither the government nor the opposition would form a majority. That never panned out because the government refused to accept a restructured PAC. That was then, and nothing has changed. Prime Minister Barrow told the media that he does not, and will not support any Public Accounts Committee on which government is in the minority.

Prime Minister Dean Barrow

“We’ve not been able to reconstitute the Public Accounts Committee because we are at odds with the Opposition and the social partners where that is concerned. I made no apologies for saying right from the start that I do not support a Public Accounts Committee on which the government is in the minority. That’s not the way it operates in any of the Commonwealth modules that I have looked at. To me it is quite enough that that committee is chaired by a member of the Opposition. I do acknowledge that it should be broader based and that in fact the social partners should sit on the committee, but I will never concede that we need to give way on the issue of majority composition of the Public Accounts Committee. The majority of the expanded membership—remember I am agreeing to expanded membership—the majority on that expanded membership still must belong to the government. As I said, that’s how democracy operates; that’s how Public Accounts Committees operate in the Commonwealth jurisdictions that I know of.”
