S.S.B. Chairman Says Board is Cooperating Fully with CWU

Singh says any question of salary should not hold up the process since the framework places discussions on non-financials first. The CWU has condemned the S.S.B. for what they say is management delaying the process since November 2014, but Singh says they were actually presented with an amended CBA by the CWU just two months ago, so there is no delay. He insists that there is no issue that is not being addressed, or that the Board isn’t willing to address. He told News Five today that the action is unfortunate since the Board is cooperating, but he’s certain the timing is no coincidence.

“I think the action is really a timing issue. I think it has to do with the fact that elections have been called and perhaps staff believes that that is going to impact the reaction of the Board or management and/or the government, and I’m afraid that’s not going to be the case. I think there was a commitment to move in accordance with a program and it was acceptable by the union and management and the Board and we see no reason to change that…not because elections are called…that would not be the right thing to do.  I don’t know the exact numbers but I’m going to say that at least forty to possibly fifty percent of Social Security employees are not union members, whether they are upper management or lower management there are people who are not union members – they are on contracts. And Social Security will be able to function….maybe not as efficiently or effectively as it has, but we have contingency plans in the event that they do that. It’s an essential service so there are certain protocols that would have to be observed for them to actually do that, but it’s listed as an essential service. The critical time really is when benefits are being paid, which is around the beginning of the month and the end of the month, and when payments are being made from contributors, and so that’s the time when the staff is more needed, but if we have to put contingency plans in plans to adjust for that we will.”
