Did Mayor Bradley Act Illegally by Using Petrocaribe Funds for Mother’s Day Cheer?

Transparency and accountability on how the Petrocaribe monies are spent have become the rallying cry in many sectors. Just recently, residents of the Caribbean Shores were among those who enjoyed the sweets of the Petrocaribe funds, via the Mother’s Day Cheer. This morning Mayor Darrell Bradley confirmed that he did receive funds. But did Bradley participate in an illegal act when he used the funds even though he is not an area representative?

“I am satisfied that individuals within our community are benefiting from the resources of government. This is something…”

“But you…you don’t hold…”

 

Darrell Bradley

“No, no, no, no. When we deal with any kind of spending. Ideal, through the Ministry of Finance…ideal, through the area representative…in relation that there is no impropriety that anyone can say that Darrell Bradley is involved with. That you can’t say. You may say that in relation to how Petrocaribe funds are assigned is inequitable; that’s an argument that you can make as a member of the Opposition…you can make that. You can never say that individuals in the community have not benefitted from that.”

 

Reporter

“Yes, but I have the same statutory authority like you, under the Central Government. You are a municipal official and you have a certain responsibility there. Under law, from central government of Belize, you and I are two taxpaying Joes. You are slightly different in a municipal sense, but from Central Government of Belize, you and I are the same persons…legally, we are just taxpaying Joes, citizens…regular citizens. But what authority do you have to decide how funds from central government, from the ministry of finance…”

 

Darrell Bradley

“Be careful there Jules. I don’t decide how any funds from the Central Government are spent. If monies are allocated for Caribbean Shores and I have an input in that; me can’t tell nobody write this one yah wah cheque; write that one deh wah cheque…that is not how these things are allocated. Nobody is given any cash. If I have an input in that because I am part of a political party and I accord with principles of good government practice.”

 

Reporter

“But how is patronage a good government practice?”

 

Darrell Bradley

“How is that patronage? I don’t understand.”

 

Reporter

“I think the argument is that one, you are not the area representative for the constituency and you are not even officially the standard bearer. So they are…”

 

Darrell Bradley

“Hipolito, we are going to always disagree. No man, Hipolito be careful. Darrell Bradley doesn’t get Petrocaribe funds.”

 

Reporter

“It is in your name…”

 

Darrell Bradley

“Nobody just write any cheque to Darrell Bradley. If I have an input in relation to that, there is nothing wrong about that. The central government gave us ten million dollars to do streets…is that wrong? No. If I have an input as to how funds are distributed to people.”
