Orange Walk Officers to Face Disciplinary Action for Excessive Use of Force

A weekend incident between an Orange Walk resident and three law enforcement officers, caught on candid camera, has gone viral. Actually it’s more than just an incident. A Police Constable and two Special Constables were allegedly following up a report that Andres Rodriguez was following an unidentified woman. They caught up to Rodriguez at his home and one of them, a Special Constable, administered a serious helping of corporal punishment on Rodriguez during what was supposed to be his detention – but which looks more like a drunken brawl. It’s no laughing matter, and all persons involved are facing immediate repercussions. Today, Officer Commanding Orange Walk Police, Superintendent Dennis Arnold gave us an update.

“There was some excessive force used, and as a result the person who was shown on the video was arrested and charged yesterday for wounding. He was arraigned at the Magistrate’s Court and granted bail of a thousand dollars. The Corporal was at the station and he will be placed on discipline because after our investigation, it was revealed that yes we did have a report made by persons out there that the complainant was stalking them. Upon our checks in the diary there was nothing there to reveal that these persons came to make a report, so the Corporal will be placed on discipline for neglect of duty.”

“There are some persons who believe that when things like this happen within the Police Department it is covered up. What assurance can you give people that all action that is possible will be taken?”

 

Supt. Dennis Arnold

“Well because I am on the media now and I am telling you that the Special Constable who did the beating has been charged already…no cover-up with that. And our investigation has revealed that the Corporal who was at the station at the time when the report was made didn’t do anything like making an entry so that that entry can reflect that a report yes indeed was made. And the Police Constable who was there with the two Special Constables he stood there and did nothing, so he will be placed on discipline also. As a member of the Police Department we are trying our best. We are striving for excellence, and I want to commend persons out there with their cell-phones who have that gadget the video so that they can video any wrongdoing that Police are doing out there. They say a picture paints a thousand words…it there, it’s real and it’s true.”

 

In case you missed it, Arnold verifies that there is a report that Andres Rodriguez was stalking a woman. That report was made verbally on Sunday and officially today.
