Minister Hulse on Ownership of Cane

One of the three biggest stumbling blocks which stood in the way of resolution was the issue of ownership of the cane. The factory has maintained that farmers must relinquish ownership of the cane once it is delivered and weighed. Farmers are of the view that they share ownership with the factory, since they don’t receive full payment for their product upfront, and since they also share in the costs. It’s been a deal breaker for farmers, but today Minister Godwin Hulse told News Five that he can’t understand why that is.

“The reason they wanted to own the cane, or to have the concept of ownership of the cane, is so that if there are any additional products to be derived from the cane that they sell, they want to be able to share in a part of the revenue, and that has been included in the agreement. Never before! They are now being paid for sugar, molasses and bagasse. And there is a clause in there which says any additional thing which comes up, whether they invest in it or not. Which is a huge step because B.S.I. was saying first you didn’t invest in the cogeneration plant so you can’t participate in the revenue. Now this agreement says whether the farmer invests or not they are entitled, and they will discuss the process of how additional revenue can be gained from that. It has to be an enhancement on what existed.”
