Bar Association Addresses Concerns at Kolbe

Eamon Courtenay

The treatment and conditions of inmates at the Belize Central Prison are serious concerns which the Bar Association has been busy addressing.  In November, leading Human Rights Attorney, Joseph Middleton, presented a report based on a study conducted at the Kolbe Facility during the summer of 2013.  The comprehensive document includes input from members of the Bar Association.  This morning, Bar President Eamon Courtenay said that the association is already implementing the recommendations made in the report.

“We also, during the course of the year under review, in collaboration with the Death Penalty Project of England embarked upon a novel and historic assessment of the prisoners and persons incarcerated at the Kolbe facility which led to an extremely successful and constructive engagement with the relevant stakeholders at the Radisson Fort George in the early part of the summer.  Your lordship, along with some of your judges we were very constructive and very helpful in that exercise.  It has led to a publication called Behind the Prison Walls which provides recommendations and measures that require implementation.  The bar association intends, as it has already started, to use the report as a platform for the implementation of the recommendations and we call upon the Government of Belize and all stakeholders to assist, in particular, attorneys-at-law to assist in the implementations of the recommendations.”
