P.U.P. Explains Suit Against PM for Petrocaribe Monies

Francis Fonseca

The People’s United Party has lashed out at government for hundreds of millions of dollars of Petrocaribe funds received from Venezuela, and an unconfirmed amount spent with no official accounting. The crux of the matter is that government never sought the approval of the National Assembly to get the loan from Alba Petrocaribe, much less spend the proceeds of that loan. In short order, Chairman of the Public Accounts Committee, Julius Espat, filed a claim against the Prime Minister, and assembled an impressive legal team to argue the matter in court. Today, the P.U.P. called a press conference to brief the media on the status of the claim, and the rationale behind it.

Francis Fonseca, P.U.P. Leader
“This claim is not about the past. We can’t change what has been done by Mister Barrow over the past few years or what was done before Mister Barrow. But our objective is to change the future and to send a very clear and strong message that the next P.U.P. Government understands that it must at all times act in full compliance with the country’s financial orders and regulations. The Belizean people not only expect this, but they are demanding it.”

Julius Espat, Deputy Leader, P.U.P.

Julius Espat

“Every person—and I repeat, every person—who contravenes or knowingly permits or suffers any other person to contravene or instigates any person to contravene any provision of this act or any regulations made there under shall be guilty of an offense and shall be liable on summary conviction to a fine not exceeding ten thousand dollars or to imprisonment for a term not exceeding two years or to both such fine and terms of imprisonment. The prime minister himself, when he was riding that high horse, put this as part of the amendment and now he as the leader of this country is breaking his own amendment. The prime minister of this country knowingly put a loan motion to the House of Representative trying to ratify what he should have done from 2012 which is to seek approval from the House of Representatives to be able to borrow the money. He has subsequently spent the money before that and he hasn’t come to the National Assembly to seek approval for the spending of the money and now they are trying to spin it in such a way that we are unpatriotic and we are against infrastructure project and development. We are not against that. What is unpatriotic is when you break the law.”

Francis Fonseca
“This legal claim is not an attack on development, as the U.D.P. apologists would like you to believe. It is a legal claim on behalf of the Belizean people to stop the abuse and misuse of public funds. It is about putting a stop to waste and corruption. It is about the accountability of all future governments of Belize.”
