CZMAI Did Not Give Authorization for Survey

We further quizzed the CZMAI on the survey and there was one possible explanation coming from C.E.O. Gillett. That is that someone, whose identity is still a mystery, may be interested in starting concessions in the island.

“My question now is sir that how is it that someone would have the barefaced to go and do something on this island without getting proper approval or not going through the process? How can this person do this barefacedly?”

“Well that is the sixty-four thousand dollar question really and the question that baffles me because certainly I am not aware of any permission being given to anyone and I was assured of this by the ministry. But sometimes in Belize, strange things happen. It is good that this has been brought to the fore in the sense that we will at some point in time, get to the bottom of it and try to establish whether in fact what that person has done or is doing or who that person is if that certainly is the case. What I do know is that clearly we often do get requests to have concessions out there to do service for the clients that we have on the island and they come in as frequent as we can count. It might be that one particular individual or group or company or whatever might have been aggressive in his desire to participate in that activity which is rather contrary. But we don’t know; just speculating that that is the case. But again I can only reiterate that as far as the government is aware, that permission was not given to any other individual other than that individual prescribed in 2001 to do that portion of the caye.”

“This person, whoever he or she might be, is possibly thinking that or has the support from someone in a position above the CZMAI to feel comfortable enough to go ahead and do what he or she is doing on the island knowing that I have the backing of someone in Cabinet so I can go ahead and do it.”

“Well I’m not in any kind of position to make that kind of inference in terms of how a person feels or thinks—that is beyond me—so I would not be able to answer it in the context within which you place it. I would say, however, that sometimes in Belize some people might just go ahead and do what they think they should do which is incorrect and outside of procedures and process, which is why we have laws which govern what procedures ought to be. And it is my hope that developers, investors who want to participate, who’d want to work with us certainly would understand and know that procedures must be followed in order to get the best and the right results. And, in this instance, it is quite possible—I am not saying that it is—it is quite possible that someone might have overstepped their bounds.”

 

The C.E.O. also says that if they were to find who is responsible for the surveys that person stands to be fined.
