Work started on Harvest Caye for Norwegian Cruise Line Project

The Puerto Azul project is still months away from serious consideration, according to Hulse. But the Norwegian Cruise Line Project is a definite go. In fact, work has already started on Harvest Caye to clear the site. Notwithstanding Government’s clear support for the project, on Wednesday, Justice Courtenay Abel granted B.T.I.A. leave to apply for judicial review on two of four grounds. Those challenges will go directly to the Environmental Impact Assessment approved by the Department of the Environment. But how will the court’s decision affect the project? It won’t, says Chairman of the Investment Committee Godwin Hulse. Today, Hulse gave us an update on NCL and Stake Bank, another mega-tourism project which has come to a standstill.

“I think that what BTIA is doing is that they’re using all efforts which is their right to ensure that according to them everything is done properly. They have a concern that the EIA process wasn’t proper. That is what they are saying. We think otherwise, but if the court decides that it wasn’t proper…it doesn’t mean the project stops you know…what it means is that you do it over and you do it properly. That can be done in a very short time. But this project will go ahead. Government has sanctioned this. This project has met all the criteria. This project is important to the government and the people of the south and it will proceed.”

“But BTIA may seek an injunction…”

 

Godwin Hulse

“I doubt they’ll do that at this stage. But if they do that and the court orders it then yes, then it has to stop until the injunction is lifted. If the injunction fails then it proceeds.”

 

Reporter

“Then sir where are we with Stake Bank? You had spoken last time…there were still these regulatory issues or the fine print, which is a heck of a thing…especially when FSTV across the street has a minimum quota that has to be reached or government has to pay.”

 

Godwin Hulse

“We are meeting tomorrow at ten o’clock tomorrow with the Committee to discuss all of them including Stake Bank. The Stake Bank issue is a simple one though. Mr. Feinstein’s project is a good one and should move ahead, but there is an agreement government signed with FSTV and BTB which included to a certain extent the Stake Bank project, which government is saying please ask FSTV to indemnify government against any claims, etc. because as you know they make money. The tenders dock there and there is a fee.”

 

Reporter

“And they were given an exclusive license.”

 

Godwin Hulse

“Right…so Mr. Feinstein’s attorney Mr. Marshalleck is saying that the agreement doesn’t really stand because it was principally developed around the Carnival project which flopped. But notwithstanding that, it is an agreement with government and government doesn’t want to be entangled in any legal battles back and forth. So we are trying to work that out with Mr. Feinstein.”

 

As Hulse stated, the Investment committee will be meeting on Friday to try to iron out some of these matters.

    How much money did you make out these deals Hulse? I know you business and your government’s salary sure can’t afford you to buy tow heads and gas trucks in the US. Who in Belize will profit from these projects? How will the locals get work and at what rates? What is the purpose of this State Bank and who in Belize will be saving there and doing business with it? Where is Fienstein going to get this kind of money and is he compliant with the rules and regulations of FDIC and US trading and Wall Street laws? Let me tell you what this bank will be Belizean public; a means and conduit for washing money for illegal business and drug operations and fro foreigners to hide their money. Feinstein is going to be grabbed soon just as Uncle Sam had grabbed Briceno. Continue Hulse, you may wind up in that dragnet also.
